Job Description
The IT Systems Supervisor will perform a broad range of administrative, technical and supervisory tasks necessary for the development and operation of Gwinnett County’s permitting and code enforcement application, Accela Automation System, and includes but not limited to management of IT projects, ensuring state-of-the-art database and system management and technology, performing complex analyst level duties related to job, applying general goal and policy statements, and resolving organizational and product delivery problems. This position will be responsible for strong interaction and familiarity with Gwinnett County departments utilizing Accela and the ability to comprehend and enhance permitting and code enforcement workflows as it relates to Accela automation system. 


Essential Duties

  • Manage staff selection, development and retention. Establishes and monitors performance goals and objectives
  • Work with Supervisors, staff, and contractors in the design, development and implementation of Accela databases and related products
  • Supervise the design of the Accela system, perform need assessments, and implement production standards and procedures for development of Accela databases and related products 
  • Formulate and recommend policies and procedures for integration of Accela services with other County systems, governmental jurisdictions as needed
  • Administer and supervise Accela operations, including software and hardware acquisition, standards compliance, system and database administration, and related system analysis and programming
  • Supervise professional and technical consultants, and contractors; assign, schedule, and coordinate workloads in accordance with project requirements and priorities; provide performance evaluation and necessary corrective action and assists in developing budget, monitors, and forecasts expenditures, recommends purchase of equipment, solicits and evaluates bids
  • Prepare comprehensive reports of Accela development and activities to Executive Leadership Team (ELT) and other departments; prepare, and monitor section budget and expenditures; and preparation of required governmental records and reports
  • Research new developments and applications, implement strategic direction, and evaluate capacity and requirements in Accela and related systems
  • Develop creative solutions to enhance Accela development through data modeling and conversion; application development; system interfaces; equipment configurations and software changes

Other Job Requirements/Information
This job is a civilian position either in a public safety department or in Information Technology with close ties to public safety. Due to the sensitive nature of this position, a public safety background is required to include motor vehicle & criminal histories, credit check, and fingerprinting.

Grade
The grade for this position is 107.

This position is eligible for the Employee Referral Program. 

Minimum Qualifications

  • Bachelor's Degree in a related field 
  • Seven years of progressively responsible programming and systems experience
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above

Preferred Qualifications

  • Three years of experience in Accela Automation working on Accela's on premise and cloud-hosted solutions providing administration and application support
  • Ability to lead cross-functional teams in enhancement of Accela services 
  • Ability to provide subject matter expertise on the Accela enterprise environment by leading effort in standardization, modernization and automation of the all plan submissions and inspection-related processes using Accela
