PAY AND BENEFITS

 

Annual Pay Range: $94,016.06 - $126,921.52

 

Hourly Pay Range: $45.200030 - $61.019963

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

 

Clackamas Water Environment Services (WES) is currently seeking an experienced leader to join them as an Asset Manager (classified as https://public.powerdms.com/CCOR/documents/2513233) to plan, organize, direct, and implement WES' asset management program. In this dynamic leadership position, primary responsibilities will include planning, organizing, and directing technical staff responsible for ongoing development and implementation of asset management principles and best practices for the organization. The Asset Manager oversees the means and methods for improving, collecting, analyzing and reporting on data used to support complex decision making, using accepted asset management principles and practices; develops and coordinates data management programs related to WES' operations; supports strategic planning and oversees use of specialized software for data collection and reporting. Additionally, the Asset Manager oversees work of staff in documenting business processes and use of continuous improvement processes; recommends tools and technology to enhance productivity, safety and quality; has responsibility for management, planning, budget control, staffing and work standards for the Asset Management Team.

 

Successful candidates will have a strong ability to work collaboratively and communicate effectively in both written and verbal form, with a broad range of program stakeholders including technical and field staff, senior management, and partner organizations. Successful candidates will also have demonstrated leadership experience, thorough knowledge of principles and practices of strengths based team building, project management, data management, and data-driven analysis and risk assessment. Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of seven (7) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position

• A minimum of two (2) years of the above experience must have been in a leadership or program management role with supervisory responsibilities

• A minimum of two (2) years of planning and management in the acquisition, maintenance, upgrade, operation, or replacement of assets

• A minimum of two (2) years of project management experience

• A minimum of two (2) years of data management experience

• Experience with procurement in a public sector setting

• Strong verbal and written communication skills with ability to adapt level of communication as needed based upon the audience

• Driving is required for County business on a regular basis or to accomplish work. • Support Operations and Capital, with the identification and prioritization of asset renewal and replacement projects.

• Assist with identifying, scoping, negotiation, and budgeting projects.

• Coordinate project activities with operations, maintenance, electrical, information technology/services and professional services staff.

• Establish positive working relationships with internal and external stakeholders.

 

Asset Management and Utility Management Best Practices:

 

• Continue to advance, lead and implement WES's asset management program.

• Provide support to operations to identify, prioritize, budget, develop funding strategies and track the execution of asset management capital projects annually and over five- and twenty-year planning horizons. The plans are updated annually to reflect the most recent data and prioritized needs.

• Lead, plan, organize and direct asset management technical team staff.

• Serve as the subject matter expert in the development and planning of services and activities related to asset management.

• Organize and maintain comprehensive asset inventories (wastewater treatment, sanitary collection/conveyance, stormwater conveyance and water quality treatment, information technology, and fleet assets), evaluate and track asset condition data and implement risk assessment/management strategy to quantify, track and prioritize infrastructure needs.

• Interpret operational information and reports to assess facility performance.

 

WES Business and Operational Systems:

 

• Evaluate and improve WES's Information Technology/Systems from an organizational perspective to ensure they are intuitive, efficient, functional and sustainable for supporting operational and business needs.

• Plan, organize and direct technical staff responsible for application implementation, database administration, systems support and technical support.

• The Asset Management Team is currently responsible for the implementation of applications supporting WES operations such as Lucity (Computerized Maintenance Management System), ArcGIS (Mapping), Cues G-Net (Condition Assessments), InCode (Utility Billing), eRIS (Operational Data lake), Wonderware Historian (Continuous monitoring data for operations), LabWorks (Laboratory Information Management System) and many others. For several applications, WES coordinates and receives maintenance and support from Clackamas County Technology Services.

• Develop, prioritize, track and manage the WES information technology/services capital budget.

• Prepare/review scope of work, project cost estimates and proposal reports for information technology/systems capital and planning projects. Lead projects and technical team from scoping through implementation.

• Manage needs assessments and wellness checks of WES information systems.

 

Fleet Management:

 

• Develop, organize, direct and implement the WES Fleet Management Program.

• Develop, document and track the WES fleet.

• Manage and coordinate the utilization, maintenance, repair, purchase and disposition process for WES motor vehicles and heavy equipment.

• Research, evaluate, and recommend purchases and replacements of heavy equipment and vehicles.

• Provide support to operations to identify, prioritize, budget, develop funding strategies and track the execution of asset management capital projects annually and over five- and twenty-year planning horizons. The plans are updated annually to reflect the most recent data and prioritized needs.

• Lead, plan, organize and direct asset management technical team staff.

• Serve as the subject matter expert in the development and planning of services and activities related to asset management.

• Organize and maintain comprehensive asset inventories (wastewater treatment, sanitary collection/conveyance, stormwater conveyance and water quality treatment, information technology, and fleet assets), evaluate and track asset condition data and implement risk assessment/management strategy to quantify, track and prioritize infrastructure needs.

• Interpret operational information and reports to assess facility performance.

 

WES Business and Operational Systems:

 

• Evaluate and improve WES's Information Technology/Systems from an organizational perspective to ensure they are intuitive, efficient, functional and sustainable for supporting operational and business needs.

• Plan, organize and direct technical staff responsible for application implementation, database administration, systems support and technical support.

• The Asset Management Team is currently responsible for the implementation of applications supporting WES operations such as Lucity (Computerized Maintenance Management System), ArcGIS (Mapping), Cues G-Net (Condition Assessments), InCode (Utility Billing), eRIS (Operational Data lake), Wonderware Historian (Continuous monitoring data for operations), LabWorks (Laboratory Information Management System) and many others. For several applications, WES coordinates and receives maintenance and support from Clackamas County Technology Services.

• Develop, prioritize, track and manage the WES information technology/services capital budget.

• Prepare/review scope of work, project cost estimates and proposal reports for information technology/systems capital and planning projects. Lead projects and technical team from scoping through implementation.

• Manage needs assessments and wellness checks of WES information systems.

 

Fleet Management:

 

• Develop, organize, direct and implement the WES Fleet Management Program.

• Develop, document and track the WES fleet.

• Manage and coordinate the utilization, maintenance, repair, purchase and disposition process for WES motor vehicles and heavy equipment.

• Research, evaluate, and recommend purchases and replacements of heavy equipment and vehicles.

• Develop, prioritize, track and manage the WES fleet capital budget.

• Manage fleet capital procurement process from specifications through acquisition.

• Develop and maintain fleet management database and records; oversee service work orders and invoicing, monitor fuel consumption data, expenditures and prepare info for annual budgets.

• Manage the WES GPS and telematics software.

 

WORKING CONDITIONS

 

Incumbents may be required to perform after-hours emergency response.

 

WORK SCHEDULE

 

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes.

 

Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.
