Description

Job Summary

Inspects franchise utility contractors working in the City Right-of-Way and/or utility easements. Assist with processing of right-of-way permits. Monitors compliance with approved permits, construction plans and City standards, while providing excellent customer service to the citizens of The Colony.  Responsible for inspection of all new utility, street, drainage and other infrastructure to ensure that the installation and construction is in accordance with approved construction plans and City standards for Development and Capital Projects.

 

Examples of Duties

  • Observe and inspect work performed by builders and contractors working in the City’s Right-of-Way and/or utility easements including water, sewer, paving, drainage, landscape, irrigation, private utility operations, and other infrastructure.  
  • Responsible for inspection of all new utility, street, drainage and other infrastructure to ensure that the installation and construction is in accordance with approved construction plans and City standards for Development and Capital Projects.
  • Assist in the review and of processing of right-of-way permits. Review information from the contractor including test reports, contractors’ pay requests, and record drawings. Assists in the preparation of monthly and final estimates. 
  • Attends pre-construction meetings, preliminary and final inspections with contractors, engineers and land developers to review current construction policies and procedures.  
  • Operates computer and associated equipment, telephone, camera, video camera, light surveying equipment, light truck, miscellaneous testing equipment, drafting equipment, and calculator.  
  • Responds to basic construction inquiries by contractor, engineering firms, and citizens regarding present, past or future construction.          
  • Reports work progress and notifies Inspections Supervisor of construction related problems including field and design change orders.  
  • Reviews tests on materials to determine acceptability. Confirms materials testing results meet the project requirements and the testing conducted at the frequency and locations specified.
  • Responds to complaints and inquiries by citizens regarding construction problems.
  • Ability to work with confidential information and documents. 
  • Ability to communicate effectively and courteously in person, in writing, by telephone and via e-mail.
  • Conducts on site inspections that require the ability for prolonged standing, walking, kneeling, stooping and bending in all types of weather conditions; lifts or carries up to 30 pounds of equipment.  
  • May be required to perform other duties as required.

 

Typical Qualifications

Knowledge of City Right-of-Way Ordinance and City Specifications for the various types of construction methods, practices, and procedures.  Knowledge of the processing of permits. Knowledge of OSHA safety policies and procedures for heavy construction.  Stormwater protection and control measures.  Must be capable of recognizing faulty work or hazardous conditions.  Skill in performing various tests and reviewing results on materials in the lab or in the field.  Ability to read applicable plans and specifications to detect deviations in the construction from such plans and specifications.  Ability to perform light engineering calculations using algebra, geometry, and trigonometry.  Reads and understands reference books, technical material, engineering specifications and drawings.  Prepares clear and concise reports along with daily and weekly log of activities.

 

Education and Experience

Must have high school diploma or GED.   Completion of a construction inspector's training course by Texas Extension Service (TEEX). Must possess a valid Texas Class "C" driver license with an acceptable driving record.   Must have two years progressively responsible experience in franchise utility, city utility, street and drainage inspection or five years experience in utility, street and drainage construction work.  

SALARY: $52,000/yr. + M/D/V benefits + FREE access for employee and all dependents to The Colony Wellness Center
