Description Crew Leader – Wastewater Collections 206-B02

Job Summary:
Assist management on a daily basis by supervising crews and/or projects pertaining to the Wastewater Collection Division. Performs duties essential to the operations of the Wastewater Collection system while maintaining a safe working environment for all personnel and ensure that all activities support regulatory compliance and standard operating procedures.

Principal Duties and Responsibilities:
This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
1. Supervise crews and assign daily work duties associated with wastewater and reuse water systems.
2. Oversee and perform maintenance and repairs to the wastewater collection system, to include but not limited to collection lines, manholes/covers, lift-stations, and force mains.
3. Oversee and perform maintenance and repairs to the reuse water distribution system, to include but not limited to valves, lines, and may include pumping sites.
4. Assist with safety and operations training program.
5. Utilize proper tools and equipment to perform mechanical and physical repairs to the wastewater collection system and the reuse distribution system.
6. Respond to calls/requests that occur during normal work hours and after hours.
7. Conduct inspections of wastewater manholes and collection lines with the CCTV Televising equipment for various needed repairs, new construction pre-acceptance, and general inspections.
8. Perform dye/smoke testing, ensuring that service connections are legal and system functions are normal and within regulations.
9. Perform chemical dosing to the wastewater collection system for grease dispersion and root control. 10. Complete and review work orders, division reports, job planning, track material usage, and review traffic plans.
11. Monitor inflow and infiltration by detecting and reporting excess introduction of storm water or ground water to the collection system through metering, manhole raising/resealing, and point repairs.
12. Work directly with Assistant Wastewater Collections Superintendent to ensure proper functionality of the division is being met in a safe and efficient manner.
13. Perform other duties as may be assigned.

Required Knowledge, Skills and Abilities:
• Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with training past high school from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training
• Ability to supervise and monitor performance for a regular group of employees or a work unit, provide input on hiring/disciplinary actions and work objectives/effectiveness, counseling and discipline, and realigning work as needed
• Ability to communicate both verbally and written to citizens, subordinates, supervisors, and other City employees in a manner that is tactful, clear, and effective
• Work requires functioning as a lead, performing essentially the same work as those directed, and includes training, instructing, and scheduling work
• Ability to perform basic computer functions
• Ability to understand and operate SCADA systems
• Ability to maintain regular and predictable attendance

Machines, Tools, Equipment and Work Aids:
• Hand tools, power tools, , hydro-cleaner, vacuum truck, backhoe, bobcat, excavator, crane truck, sewer televising unit, dump truck, piping, and other related wastewater equipment
• Gas detection equipment, confined space harness and lift, SCBA, hearing protection, eye protection, level A suit, safety boots, gloves, respirator, safety vest, hard hat

Education, Certification and Experience Required:
• Possession of a High School Diploma or GED
• A minimum of four years of experience in wastewater, or a related field is preferred
• Possession of a valid Texas CDL, or obtained within six months of employment
• TCEQ Class C Wastewater Treatment Certification, or obtained within six months of employment
• Under certain circumstances, the Department Director may grant an extension to obtain a CDL or Certificate

Physical and Environmental Conditions:
Duties are generally performed citywide in both outdoor and indoor settings. This is medium to heavy work requiring the exertion of fifty (50) pounds of force occasionally, up to twenty (20) pounds of force frequently, and up to ten (10) pounds of force constantly to move, lift and push objects. Work requires climbing, stooping, kneeling, crouching, standing, walking, pushing and pulling. This position is subject to outside environmental conditions, including extreme cold, extreme heat, hazards, and atmospheric conditions, as well as exposure to unpleasant and contaminated substances.

Special Requirements:
Able to work weekends, holidays, nights and emergencies as required. Will be subject to work on-call as required and serves on a rotation schedule for weekend duty and night call-outs. In addition will be responsible for responding to emergency call-outs.
