Classification Summary

The position is responsible for professional level administrative work of a highly technical nature involving the direction of activities specific to planning and community development. This position plans, controls, integrates and evaluates the work of the Building Officials, Inspections and Community Development Department  staff; develops, implements and monitors long-term plans, goals and objectives focused on achieving the Village’s mission; directs the development of and monitors performance against the annual department budget; manages and directs the development, implementation and evaluation of plans, policies, systems and procedures to achieve annual goals, objectives and work standards established by the Village Council.

The position also oversees the planning & zoning functions, which includes current and long-range planning, land use activities, water master planning and comprehensive planning. Regular work hours are 8 am to 5 pm; extended hours may be necessary. Periodic long hours are required due to deadline driven workload. This position must be able to work schedules as established and determined by the Village Manager. Exempt FLSA.

Essential Job Functions

  • Assumes full management responsibility for all Community Development Services and activities, including comprehensive plans, general planning and zoning codes, processing of land use applications, building and other permits, and coordinating of economic development activities including inventory and population projections.
  • Manage the development and implementation of the Community Development Department goals, objectives, policies, and priorities for each assigned service area.
  • Establish, within Village policy, appropriate service, and staffing levels; monitor and evaluate work methods and procedures; allocate resources; accordingly, assess and monitor workload, administrative, and support systems and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
  • Plan, direct, and coordinate the Community Development Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures, meet with management staff to identify and resolve problems.
  • Select, train, motivate, and evaluate Community Development Department personnel; provide or coordinate staff training’ work with employees to correct deficiencies; implement discipline and termination procedures. Evaluates subordinates and guides, and develops Community Development Department employees in the accomplishment of their duties and professional growth. Handles / oversees the resolution of departmental problems. Maintains primary responsibility for the efficient delivery of services, directs subordinate supervisors and departmental employees’ activities to ensure the most efficient and equitable delivery of department services.
  • Oversee and participate in the development and administration of the Community Development Department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures, purchase requisitions, and implement budgetary adjustments as appropriate and necessary. Manages the adopted departmental budget to ensure that the department complies with the Governing Bodies annual financial plan for the Village of Ruidoso
  • Assist, in concert with the Village Manager and other entities, economic development activities; develop strategies to assist in business growth; negotiate development agreements.
  • Collaborates and participates in meetings with Village Committees/Boards including the Watershed Committee and Parks and Recreation Commission.
  • Assist Departments with the creation and development of Village projects that coincide with Village of Ruidoso Goals, ICIP, and Comprehensive Plan.
  • Coordinates internal Development Review Committee and meetings.
  • Responsible for Affordable/Workforce Housing activities and projects.
  • Primary staff coordinator of the ICIP and Facilities Planning, which may include the Comprehensive Plan, Horton Complex, Park and Trail Planning, and property acquisition and disposals.
  • Answers inquiries and assists the public and other agencies in matters relating to community development, planning and zoning, and other Village codes and regulations; resolve difficult and sensitive citizen inquires and complaints, and other Village standards and regulations; provides information and recommendations within scope of authority.
  • Reviews development plans with residents, developers, and builders; develops recommendations, and summarizes all issues for presentation to the Governing Body and Planning & Zoning Commission.
  • Consult with developers, contractors, and the public on construction and land use issues, water rights, and provide information on planning and zoning requirements.
  • Coordinates, participates, and sometimes leads meetings with government officials and community groups; directs and provides information to the Planning & Zoning Commission, the Village Manager, Deputy Village Manager, Governing Body, and other Village departments as needed.
  • Develop, justify, and forecast Community Development Department programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
  • Provide staff assistance and prepare reports to the Planning Commission, the Village Council, and the Village manager and related boards and commission; prepare agendas, staff reports and other necessary correspondence.
  • Identify, pursue, and secure grant funding for the Village by collaborating with Village Management to match needs and goals with grant opportunities, raise awareness of grant opportunities, and to encourage the use of grant-funded programs and services.
  • Provides technical and professional planning services to achieve consistent and controlled growth in the Village; assures project plans are in conformance to Village goals, and in compliance with local, state, and Federal codes and regulations. Drafts, develops, and recommends planning, zoning, policies, ordinances, and resolutions. Research planning issues and regulations, and provides data on land use issues, permit. and related subjects as requested. Manages special projects as assigned; conducts research and analysis on plans, rules, and regulations.
  • Reviews applications for zoning changes, subdivision development, annexation, site development, re-plats, conditional use permits, variances, sign permits, development within the flood plain, subdivision and ordinance amendments, licenses for use and vacations of rights-of-way, processes appeal of Planning Commission and decisions, and appeals to Village Council.
  • Coordinates with various regional government organizations, community groups, and state and Federal agencies; attends public meetings and presents information on regional planning issues.
  • Responsible and coordinates with other staff on the preparation of updates to the Comprehensive Plan, including land inventory, population projections,  including land inventory and population projections, build-out projections, street lay-out, traffic projections, flood plain management, long range planning projects, ICIP, and land use assumptions.
  • Advises and makes recommendations in the development and update of the GIS system for the Village, to identify and map properties, property characteristics, roadways, utilities, and flood ways for assistance with future planning activities.
  • Coordinate and communicate with subject matter experts to ensure verbiage is consistent with original intent.
  • Maintains and develops relationships with community partners and potential funding entities.
  • Is responsible for researching, writing, and securing, monitoring, Federal, State, Local and grant proposals for the Village of Ruidoso.
  • Manages the Village's Infrastructure Capital Improvement Program and Capital Outlay Requests and manages professional staff and coordinates all activities related to planning, development, and monitoring of capital improvement projects.

Other Responsibilities or Job Requirements

  • Reviews zoning for business license applications, home occupations, and certain zoning permits.
  • Support and participate in strategic planning and related processes for the Village including economic development planning.
  • Prepares meeting notices in compliance with specified deadlines.
  • Makes presentations and recommendations to Planning Commission and Village Council both in person and in writing.
  • Must maintain a high level of computer abilities and keep up with changing technology.
  • Obtain National Flood Plain Manager certification within one year of hire.
  • Completes personal timesheet accurately and timely. Ensures time is reported based on actual time worked.
  • Ensures computer is backed up once a month and adheres to IT Policies in place by the Village of Ruidoso
  • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
  • Reports any suspected fraud and/or abuse to the Village Manager or Deputy Village Manager
  • Ensures any reports of harassment are immediately reported and appropriate actions are taken.
  • Attend meetings, trainings, and workshops as needed.

Qualifications

  • Bachelor’s degree with 2 years’ experience in planning and or a minimum of 4 years’ experience in municipal government, or an associate’s degree in a technical field with 4 years of planning or related experience and or a minimum of 5 years’ experience in municipal government or High School Education and equivalent and 10 years’ experience in with municipal or county government.
  • Two years professional level municipal planning experience preferred.
  • Five years’ experience as a supervisor and/or management position required.
  • Certification by American Institute of Certified Planners (AICP) is preferred.
  • Experience with ArcMap 10.4 and above (with preference for experience in ArcGIS Pro) and knowledge and experience with related GIS products including but not limited to: ArcGIS Online, Survey123 for ArcGIS, and Collector for ArcGIS preferred.
  • Must possess excellent communication, organizational skills and demonstrated ability of personal computer operations within a Microsoft Windows environment, including Word, Excel, PowerPoint, and Outlook.
  • Must be able to pass regular criminal history checks and must be willing to take and pass a drug/alcohol test and comply with agency “Drug Free” Policy.
  • Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village. 

Physical Demands

  • Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
  • The usual requirements in an office environment may require lifting boxes of supplies, equipment, and occasional adjustment of office furniture.
  • Occasional pushing, pulling, lifting and/or moving up to twenty-five pounds.
  • Occasional squatting or bending required.

Work Environment

  • Possess the ability to adapt to inclement weather conditions and/or situations.
  • Ability to drive, occasionally long distances.
  • May work a fairly regular schedule Monday – Friday 8:00 a.m. – 5:00 p.m. with the exception of Village Council Meetings and Planning Commission Meetings that can extend into early evening.
  • Field work is part of this position and may be in light to heavy construction areas.
  • The noise level could be moderate to loud in work environment.
  • Ability to work in stressful environment and deal effectively with stress.

Travel Requirements

  • Limited travel - ability to travel for activities such as meetings, classes, and workshops in and out of the area.
  • Must be able to travel by air as needed to attend training, conferences, and related activities.
  • Overnight travel as required.

 

  • Knowledge of: the principles and theories of community development and planning; State and Municipal statues and codes relating to municipal planning and zoning, annexation and flood plain management; principles of land use planning; Village of Ruidoso Comprehensive Plan and zoning codes; Village, County, State and Federal laws, codes and regulations pertaining to community planning; research techniques for land use trends and regulations; nomenclature, symbols, methods, practices, techniques, and computer software used in planning, drafting, mapping, and statistical analysis as applied to land use; principles of record keeping and records management; business and personal computers, and spreadsheet software applications; Village policies and procedures.
  • Skills in: researching and analyzing the factors affecting community planning projects; organizing, evaluating, analyzing, and presenting data and information; preparing reports and checking designs, details, estimates, plans, and specifications of planning projects; analyzing planning issues, evaluating alternatives, and making logical recommendations based on findings; maintaining accurate and interrelated technical records.
  • Ability to: assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers; understand and interpret land use regulations, zoning enforcement and state and Federal laws; understand and carry out instruction and procedures with minimal supervision; work independently and cooperatively; make fair and concise decisions; negotiate and work collaboratively with private sector businesses, public agencies, and with citizen groups; gathering and analyzing economic and complex data; recommending appropriate actions based on findings.
