Distinguishing Characteristics: This is the journey-level classification in the Controller series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request.

Examples of ESSENTIAL JOB FUNCTIONS

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Participates in managing the day-to-day activities of the Accounting Division to include financial reporting and analysis, payroll, grants, fixed assets, and general ledger maintenance.
  •  Assists in the planning, management, and coordination of the city’s financial accounting in accordance with Generally Accepted Accounting principles (GAAP) as prescribed by the Government Accounting Standards Board (GASB).
  •  Participates in the processing and recording of various revenue, encumbrance, expenditure, expense, asset, liability and equity transactions, in accordance with GAAP and city policy.
  •   Supervises the maintenance of the general ledger; develops and maintains a chart of accounts; reviews and approves journal entries; determines proper account coding; provides technical assistance to staff and other departments as needed; verifies records are in balance with actual cash investments, accounts receivable, and deposits.
  • Participates in preparing the Annual Comprehensive Financial Report in accordance with GAAP.
  • Supervises and participates in accounting projects, staff training, and auditing.
  • Designs and develops accounting reports and recommending changes in methods and procedures that comply with internal controls.
  •  Provide analysis, accounting, and reporting for the city’s 115 Trust and RSP financial statements and the annual audit.
  •   Regular and consistent attendance for the assigned work schedule is essential.

 Marginal Duties:

  •          Performs other duties as assigned.

Typical Decisions: The Assistant Controller participates in reviewing accounting policies, procedures and internal controls to ensure compliance with city and other mandated standards. Provides technical assistance to Finance staff and other city departments.

Minimum Qualifications:

Knowledge of: GAAP for governments; methods and techniques of municipal accounting; applicable local, state, and federal laws; automated accounting systems; Government Finance Officers Association (GFOA) financial reporting programs.

Skill in: Communicating effectively both verbally and in writing; planning and directing activities of subordinates; establishing and maintaining effective relationships with public, vendors and other departments; ability to take initiative in identifying and resolving issues as they arise; skilled in Microsoft Office applications (Excel, Word, Outlook).

Education: Bachelor’s degree in Accounting, Finance, Business Administration, or related field.

Experience: Three (3) years of progressive accounting experience.

Any work related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Progress toward obtaining a CPA preferred.

Conditions of Employment: Must pass a drug test, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
