Summary

Responsible for the management and oversight of the assigned departments and/or divisions. Provide executive level leadership support to various goals, initiatives, or directives of the City Manager.  

ESSENTIAL FUNCTIONS

DUTIES

  • Oversee and provide leadership and information regarding the City of Denton intergovernmental program and assigned departments and/or divisions.
  • Manage the City of Denton intergovernmental relations by forming relationships with elected officials and staff, staying abreast of Federal, State, Regional and Local issues, manage legislative consultants, and participate in and monitor the state legislative process.
  • Act as a liaison with outside entities, non-profit agencies, businesses, community, and neighborhood groups on diverse issues; serves on various committees and workgroups in the community.
  • Collaborate with assigned department and division heads to establish vision and goals, oversee strategic direction, ensure projects, programs, and service effectiveness, foster relationships with stakeholders, and promote a healthy workplace culture.
  • Confer with and advise department and/or division heads in the preparation and implementation of new programs or policies; under general policy guidance, prepare directives to department heads; coordinate preparation of various operating and administrative reports.
  • Provide special project/initiative leadership on behalf of the City Manager, including directing policy research, communicating, and coordinating with external stakeholders, making public presentations, and drafting/reviewing contract agreements.
  • Facilitate and lead interdepartmental teams to accomplish assigned task(s), objective(s), or special project(s).
  • Provide leadership and assistance to City Council, and various boards, commissions, and committees; and develop and/or review agendas and associated reports, materials, and minutes.
  • Represent the City Manager and his/her office at various civic, community, City Council, and city staff meetings, as needed.
  • Prepare reports, graphs, charts, formal presentations, and other illustrative materials by gathering and analyzing a variety of factual and/or statistical data for City Council, leadership, and/or other internal and external committees; attend City Council and other board meetings, as needed.

SUPERVISORY/BUDGET RESPONSIBILITIES

  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Government, Political Science, Law, Organizational Development, or related field; and,
  • Seven (7) years of professional level experience in a city and/or county intergovernmental environment; and,
  • Four (4) years’ experience in a supervisory capacity,

OR

  • Master's Degree from an accredited college or university in Public Administration, Business Administration, Government, Political Science, Law, Organizational Development, or related field; and,
  • Five (5) years of professional level experience in a city and/or county intergovernmental environment; and,
  • Three (3) years’ experience in a supervisory capacity,

OR

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

REQUIRED SKILLS/ABILITIES

  • Knowledge of applicable Federal, State, and Local laws, legislation, and regulations.
  • Knowledge of City of Denton policies, procedures, mission, and goals.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
  • Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions and select the most appropriate one.
  • Skill at the intermediate level with Microsoft Office 365 and other software systems necessary to complete work.
  • Skill for ensuring continuous improvement in processes, relationships, and cost savings.
  • Skill in developing and implementing organizational structures, procedures, and technology.
  • Ability to perform all job duties in a manner that is consistent with the City of Denton’s core values.

CONDITIONS OF EMPLOYMENT

  • Must pass a drug test, criminal history background check, and social security number verification.

SAFETY

  • Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Safety Sensitive (Subject to random drug testing): No.
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting and carrying no more than 10 pounds.
  • Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
  • Travel: Travels to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours and weekends, as needed. Must attend regularly scheduled and special meetings.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
