ABOUT THE POSITION: Spokane Valley is seeking a highly qualified and enthusiastic employee to serve our City as the regular, full-time Deputy City Clerk/Records Specialist. The ideal candidate will have exceptional professional skills and a strong desire to provide superior service to both internal and external customers.

SELECTED EXAMPLES OF DUTIES: Maintains the City’s public records systems, both paper and electronic, develop and review record retention schedules, fulfill public disclosure requests and to provide other clerical and administrative support to the City Clerk’s office. This position performs a variety of administrative duties, many of which require the use of specialized software and extensive procedural knowledge, such as in the area of Public Record Requests and records management and retention. This position interfaces with the public and City Council, collaborates with City employees and assists with all administrative functions during the absence of the City Clerk.

DESIRED MINIMUM QUALIFICATIONS: Education and Experience: Graduation from a high school or GED equivalent, supplemented by two years post-secondary training or course work in office management, secretarial science, records management, business or public administration, or a related field, and, three (3) years of increasingly responsible related experience. An equivalent combination of related education and experience may be considered. Necessary Knowledge, Knowledge of the state and local laws and regulations governing the activities of the City Clerk’s Office, and in particular the Public Records Act (Chapter 42.56 RCW), the Open Public Meetings Act (Chapter 42.30 RCW), and Preservation and Destruction of Public Records (Chapter 40.14 RCW). Competency and extensive knowledge in the fields of record-keeping and administration. Skills and Abilities: Maintain confidentiality of sensitive materials and information, Learn, interpret and apply codes, rules, regulations, policies and procedures, demonstrate considerable organization and analytical skills with the ability to handle simultaneous coordination of a variety of essential, time sensitive, and high priority tasks. SPECIAL REQUIREMENTS: Must possess a valid State driver's license or have the ability to obtain one prior to employment. Obtain Municipal Clerk Certification within five years of appointment. Successful completion of a background check, including a criminal check, and pre-employment physical are requirements of employment in this position at the City of Spokane Valley.

SALARY: Salary range is $4,761 - $7,208 per month (Grade 13). This is FLSA exempt position.

BENEFITS: Health benefits are provided through the Association of Washington Cities Employee Benefit Trust. The City currently provides medical, dental, life, long term disability, vision, and Employee Assistance benefits. Holiday, vacation, and other paid leaves are provided. The required retirement system of the City is Washington Public Employee’s Retirement System (PERS) which requires an employee contribution. The City does not participate in Social Security. However, the City has adopted an ICMA-RC 401(A) Social Security substitute plan with the same contribution rates as FICA. All positions in the City are considered at-will.
