The City of Sugar Land is seeking a full-time City Secretary in the City Secretary’s Office.

As a City Secretary, you will: 

 

  • Provide leadership and oversight for the City Secretary’s Office. Develop and manage departmental budget and expenditures within the policies of the City. Oversee departmental performance measures, intranet pages, strategic projects, and other initiatives.
  • Provides administrative direction for citywide records management, including but not limited to the process for codification, supplement update and electronic distribution of the Code of Ordinances and Development Code.
  • Provides administrative direction for the electronic process for City Council meetings and recording of legislative actions and ensures compliance with all prescribed laws and mandated requirements. Interacts frequently with diverse groups, committees, boards, City employees and citizens; accurately processes large volumes of information and data in various forms for distribution and permanent record.
  • Assist with the preparation and assume primary responsibility for the timely posting of all public meeting agendas, including but not limited to City Council meetings and meetings of Boards and Commissions in accordance with the requirements of the Texas Open Meeting Act and Public Records Act. Direct and ensure that agendas and legal notice publications are accurate, processed and published according to the State and local laws and City policies, including but not limited to meeting agendas, minutes, election information and other such legal and necessary notices.
  • Administer City elections in accordance with the Texas Election Code, Local Government Code, and City Charter in coordination with the Fort Bend County Elections Office, including posting of all legal notices, monitoring of candidate filings and inquiries, procurement of polling places, coordination of Canvass of Election Results and administration of Oaths of Office.
  • Oversight and management of software and systems specific to administration of public meetings (such as computers and agenda management system software) and in-house locations (such as Council Chambers and Cane Room).
  • Serve as the custodian of City records. Maintain, update, and preserve all historical, public, and legal records in compliance with the Texas State Library and Archives Commission. Responsible for attesting to, binding, maintaining and preserving City Council and related municipal records for the City. Responsible for maintaining and updating the Sugar Land Municipal Code and Zoning Ordinance. Direct and oversee the codification of updates to the Charter, Code of Ordinances, Development Code, and the like. Responsible for the maintenance and electronic distribution of the records. Maintain emergency record back-ups and procedures.
  • Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.

 

MINIMUM QUALIFICATIONS:

 

You are trustworthy and professional. Diligent, take initiative and follow through and follow up with projects. Not easily flustered when tense situations arise but are diplomatic and work hard to diffuse tensions to ensure the situation is resolved. You identify as a public servant and want to leave the world better than you found it. You work well as part of a team but are not afraid to make tough decisions. Education and Experience:

  • Bachelor's Degree in public administration, business administration or a related field from an accredited college or university; Master Degree preferred. 
  • Seven years of progressively responsible executive administration experience, including three years of supervisory responsibility, in a public sector environment. 

 

Training (License and/or Certification):

  • Hold the Texas Municipal Clerk's Certification or obtain within three years of employment/placement in position.
  • Valid Texas Driver License.
  • Notary Public certification or ability to obtain within six months of employment.
