ICMA, Washington, D.C.    ICMA is seeking candidates who are entrepreneurial, strategic and skilled in facilitating and advancing international relationships and business markets to be its first Director of Global Engagement.  ICMA is a professional organization of more than 12,000 managers and administrators serving in local government in the United States and internationally.  ICMA is the leading authority on leadership and management for professional local government with its members ascribing to a Code of Ethics and core believes that underpin their leadership in the delivery of local government services throughout the world.

The Director of Global Engagement will report to ICMA’s CEO and will be expected to move beyond ICMA’s current international programs and projects to create a cohesive overarching strategy that results in ICMA evolving into a true global organization. The Director will play a key leadership role in working with ICMA’s board, affiliate member organizations, and ICMA’s leadership team to vision, shape, influence, and implement the global strategy. This will include the development and implementation of a business plan for this strategic effort.

  • The Director of Global Engagement will be expected to significantly grow ICMA’s global membership base.  While ICMA has affiliate agreements with 34 organizations throughout the world, there are more than 500,000 local governments worldwide and a very small percentage are currently ICMA members.
  • The Director of Global Engagement will ideally have demonstrated experience in the international marketing of products and services. The Director of Global Engagement will move beyond ICMA’s current global activities to develop international markets for ICMA products and services as well as advise, collaborate and lead the development of new membership, products and services to match the needs of emerging international markets.
  • The successful candidate must be culturally competent and diplomatic with the ability to listen, adapt and assimilate to different cultures.  The ideal candidate will have experience working in or with local government, understanding the political and operational challenges facing local government leaders.  Candidates must also be able to quickly grasp and adapt to different structures of local government throughout the world.

Candidates will ideally possess a master’s degree in public administration, business administration, international relations or similar degree.  Candidates should have at least ten years’ professional experience including growing international markets for domestically developed products and services or comparable efforts. 

Candidates must be highly collaborative as well as entrepreneurial, possessing a business and entrepreneurial acumen that will guide the development and implementation of a comprehensive strategic direction for ICMA’s international goals and objectives.  Other specific skills include but are not limited to:

  • Ability to build strong relationships with leadership team members across the organization in order to influence outcomes and maintain momentum
  • Strong multicultural competency and commitment to diversity, equity, and inclusion.
  • Demonstrated experience with setting strategic team goals, creating meaningful performance indicators, and using data to drive continuous improvement 
  • Evidence of thought leadership and public engagement highly desirable
  • Intellectual depth and emotional maturity to work with colleagues and board of directors
  • Strong emotional resilience, constancy and leadership presence
  • Sound business and political judgment and a high degree of integrity
  • Knowledge of local government operations and audiences preferred
  • Knowledge of nonprofit/association environments preferred
  • Skill in planning, organizing, and managing projects with both short and long time frames
