SUMMARY:


Performs specialized technical and anlytical work related to the development and maintenance of computer application programs and systems; performs on-site analysis with end users to determine requirements, analyzes work processes and data flows; generates programming specifications; write, test, and implement programs using the appropriate choice of programming language to optimize application performance.  Serves as Team Leader on large projects staffed with additional programmer/analyst personnel.  Serve as a source of programming and system design technical advice.
 

ESSENTIAL FUNCTIONS:

  • Conduct customer interviews to analyze departmental and individual requirements for automative solutions, and use these findings to develop program specifications;
  • Develop application programs and systems, based upon thorough analysis techniques, using the best language to achieve optimal results;
  • Provide operating systems support on mini and microcomputers;
  • Perform the necesssary programming to develop server and client applications designed for optimal delivery and performance;
  • Modify and enhance existing programs and systems to accomodate new techniques or procedures related to technology advances and network connectivity evolution;
  • Develop and implement applications shared by multiple users using appropriate file and/or record locking, journalizing, and database organization techniques;
  • Incorporate security procedures and access levels in programs developed and maintained;
  • Conduct performance analysis and reviews of programs, systems, and the environment as part of an ongoing system and optimization process;
  • Serve as Technical Advisor to staff programmer/analyst, and other city personnel, in matters pertaining to systems and program design, development, test, and implementation;
  • Ensure documentation is complete and thorough for systems developed and maintained;
  • Perform related duties as directed.
 

QUALIFICATIONS:


Completion of a bachelor's degree in Computer Science, Management Information Systems, or a related field with special education and/or extensive experience in applications programming and maintenance on computer systems, with an additional seven years of direct experience in programmer/analyst positions of increasing responsibility, typically responsible for major applications or systems, or any combination of relevant education and experience which provides the following:
 
Valid Current Driver's License
Physical Exam Required

KNOWLEDGE AND ABILITIES:

Knowledge of:
  • Principles and practices of computer programming and systems analysis;
  • Working knowledge of financial systems including Oracle-JD Edwards is preferred.
Ability to:
  • Communicate effectively, orally and in writing;
  • Use polished analysis techniques to clearly identify the customer's requirements for automation assistance, and recommend the most effective and responsive programming solution;
  • Prioritize, plan, and organize tasks based upon customer requirements and departmental standards;
  • Work successfully in stressful situations with minimal supervision.
Physical Requirements:
  • Frequently lift and carry up to 50 pounds;
  • Frequently bend and kneel during the shift;
  • Frequently push and pull objects;
  • Frequently flex upper trunk forward at the waist and partially at the knees;
  • Frequently rotate upper trunk to the left or right while sitting or standing;
  • Place arms above, at, and below shoulder height.
