Description

Responsible for the daily management, administrative, and technical functions associated with the operation and maintenance of the regional wastewater collection system. Responsible for facility maintenance at the water production plants, wastewater treatment plants, lift station and vacuum system, and related appurtenances.

Job Description:

Manage the daily operation of lift station operation, vacuum system operation and treatment plant facility maintenance, to ensure safe, proper operation and maintenance.  Responsible for ensuring compliance with the regulatory requirements and industry standards for multiple facilities.  Ensure appropriate scheduling for each area to comply with regulatory requirements, effective and efficient operation.  Prepare and administer budgets, associated reports required for proper operation of the utility.  Monitor and maintain appropriate preventative maintenance programs associated with facilities.  Some of the essential job functions are as follows:

  • Review maintenance and operational control strategies with Lead Chief Treatment Plant Operators, Water and Wastewater Superintendents
  • Develop and implement cost savings programs for utility
  • Review operational data and trends
  • Respond to emergencies as required
  • Conduct facility inspections
  • Coordinate staff development, which includes safety training, technical training and Sarasota County employee training.
  • Coordinate maintenance and repairs of all equipment and facility with outside contractors, vendors and support staff
  • Prepare and present status reports and requested data to management
  • Coordinate and consult with project manager and consultants during large CIP projects
  • Oversee preventative maintenance program for all aspects of treatment and facility which include, but are not limited to: regional and package wastewater treatment facilities, reclaim water storage, pumping systems and solids handling facilities, efficient injection well pumping and related appurtenances, potable water production, pumping stations
  • Preparation of budget projections pertaining to the assigned area of responsibility
  • Prepare and submit purchase requisition information relating to supplier equipment and services pertaining to the assigned area
  • Direct the performance of gathering of samples in accordance with appropriate sampling procedures
  • Direct the performance of appropriate tests and analysis in accordance with approved standards
  • Prepare and submit weekly operation and maintenance summaries for presentation at weekly staff meetings.

Perform additional duties as assigned by the Operations Manager.

Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.

 

Work Hours:  Monday – Friday, 8:00 a.m. – 5:00 p.m.

 

 

 

Minimum Qualifications:  A Bachelor’s Degree from an accredited college or university in any Physical or Natural Science, Engineering, Business Administration or a highly related field to any of these areas plus four (4) years of related experience. Experience may substitute for the required degree on a year-for-year basis. Must have at least two years of experience supervising employees in this field. 

Preferred Qualifications:  Training in physics, hydraulics, mechanical construction and maintenance, electrical/electronic theory and maintenance, computer software applications, supervision and customer service.  Journeyman/Master electrician license.  Possession of FW&PCOA Class “A” wastewater collection system certification.  Florida Class “A” Commercial Driver’s License.

Job Competencies:  Specialized knowledge and aptitude with regards to operations, maintenance and repair strategies relating to wastewater treatment, reclaimed water system management, management of solids, effluent injection well management, collection system management and laboratory and testing management.  Clear, concise grammatically correct oral and written communication skills.  Ability to: develop planning and scheduling formats for both long term and short term operation and maintenance programs; develop staffing plans to support operational needs; develop and maintain operational trends and interprets operational data; prepare and/or review preliminary costs for ongoing and future projects, and coordinate schedules with contractors and other utilities.  Understanding of budget related tasks and procurement management as they apply to utility operations.

Physical Demands:  Must occasionally lift and/or move more than 50 pounds.

 

Subject to Passing Substance Screening:  This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.

 

 

 

 

Pay: $57,824.00 - $76,689.60
