Description

 

Under general supervision of the Public Works Superintendent, performs highly skilled work in the operation and maintenance of the water distribution system and water quality assurance. The incumbent will ensure operational efficiency and compliance with established state and federal regulations; and to perform a variety of technical tasks relative to assigned areas of responsibility.
 Examples of Duties:
Monitor regulatory agency rules, reporting requirements, and take steps to ensure system compliance

Monitor distribution system water quality and take corrective action to maintain system reliability

Diagnose cause for water quality complaints and take corrective action

Operate and monitor the functioning of valves, pumps, and other equipment to regulate the flow of water through the distribution system to meet daily demands; inspect facilities to maintain proper working order; determines daily flow demands for each grade line and storage facility

Operate and monitor water distribution systems; determine and make adjustments to ensure proper disinfection levels in accordance with federal and state regulations

Assist the Superintendent with the development of the City's Annual Consumer Confidence Report and other reports as required by the Texas Commission on Environmental Quality

Assist management with updates to the Water Conservation and Drought Contingency Plan, and the development of educational venues for the public in promoting water conservation and water quality

Provide supporting documentation to assist Code Enforcement in assuring compliance with water quality related ordinances

Implement the storm water management plan including all minimum control measures, best management practices, related documentation, reports, public education, ordinance research, site inspections, etc.

Take water samples to check for proper disinfection and for contaminants as required by state and federal water quality regulations to ensure water quality

Disassemble, clean, repair, replace, and test defective or worn parts in the distribution system

Provide information to customers or refers to others as appropriate; maintain good public relations, notifies customers on water quality issues as required

Perform record keeping functions such as logging system operations, test results, maintenance work performed on water treatment systems, and unusual operating conditions encountered; prepare reports and maintain files; may collect and enter data into computer system

Conduct daily inspections and preventative maintenance measures of vehicles, equipment, and tools such as washing, checking safe and proper operation, and servicing; checking fluid levels, lubrication point check, tire pressure check, cleaning filters and screens, cleaning of wind shields; inspect to insure road worthiness by checking the operation and presence of all lights, horns, braking systems, wipers, road hazard equipment, securing loads and other items required by the Dept. of Transportation before allowing equipment onto public roads

Utilize proper safety techniques when working in close proximity to high speed vehicle traffic areas; along medians, right of ways, etc.

Perform duties in a professional manner and work well with others or in a team setting

Regular attendance and adherence to prescribed work schedule to conduct job responsibilities

Adhere to departmental, personnel, and safety rules and regulation
 
MINIMUM QUALIFICATIONS
  • High School Diploma or General Education Degree (GED);
  • Two (2) years' experience relative to water distribution, water quality, sampling and cross connection control;
  • Currently hold, or must obtain within one (1) year of date of hire, a Class "C" Water Distribution License as issued by the Texas Commission on Environmental Quality (TCEQ);
  • Currently hold, or must obtain within one (1) year of date of hire, a Wastewater Collection I License and a Backflow Prevention Assembly Tester (BPAT) License as issued by TCEQ;
  • NIMS training courses 100 and 700 or obtain within thirty (30) days of date of hire;
  • Valid Texas Class B Commercial Driver's License with a Tankers Endorsement or be able to obtain within six (6) months of date of hire - driving record must be in compliance with City policy.
SPECIAL REQUIREMENTS
  • Required to pass a drug screen and/or pre-employment job performance assessment;
  • May be required to lift up to one hundred (100) pounds of equipment multiple times per day;
  • May work extensive hours including weekends and holidays and must respond within forty-five (45) minutes to an on-call or emergency callback, as required.

 

Starting salary is commensurate with qualifications between:  $48,713 - $58,468 annually
