This management position is a highly skilled and experienced transportation engineer who provides the leadership, mentoring, management, and supervision of various transportation engineering staff.  The position is responsible for the strategic planning, design and application of transportation technologies and systems, studies and other issues related to engineering and operations support in the county. This position leads roadway, pavement, structures, design, and traffic engineers, technicians, and other staff in their daily activities, provides Board presentations, attends, and provides support for various engineering committees, meetings, and councils.

Job Description:

Duties:

Division Manager

  • Interacts with the public and BCC to address complaints, concerns, and questions.
  • Provides engineering support and leadership to transportation engineering staff.
  • Collaborates with other business units, jurisdictions, and governmental agencies by performing professional administrative duties including written reports, memorandums, letters, electronic correspondence and communication through telephone and meetings.
  • Works in the preparation, administration and monitoring of Transportation Engineering and Operations (TE&O) performance measures.
  • Develops and implements goals, objectives, policies, strategic plans, procedures, and work standards for TE&O to contribute to the overall quality of the Transportation & Public Works Department performance.
  • Prepares agreements and administers the Public Works Transportation programs and projects.

Engineering Management and Leadership

  • Manages team of technical and professional staff in support of Public Works Department goals and objectives.  Technical functions include design and review of traffic, structures, pavement management, stormwater, drainage, bridges, and other technical functions as assigned. Supports Field Operations with technical solutions and plans as needed.
  • Provides support to Capital Projects Department, Field Services staff, Land Development Services, and other County work units.
  • Enforces, through the plans design and review process, standards and regulations established by County, state, and federal governments.
  • Leads and manages the review of construction plans of projects impacting transportation, right of way, survey, stormwater, and other engineering functions referred by Land Development Services and Capital Projects.
  • Leads and manages the preparation and reporting of miscellaneous inquires and studies.
  • Participates in the selection, promotion and evaluation of assigned engineers and technicians and coaches, trains, coordinates and manages their work.
  • Reviews assignments and program activity reports with section supervisors and provides guidance and technical assistance.

Oversight

  • Manages proactive assessments of fraud awareness, prevention, detection, and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.

Work Hours:  Monday – Friday, 8:00 a.m. – 5:00 p.m.

 

Minimum Qualifications:  A Bachelor’s Degree from an ABET accredited college or university in Civil Engineering and six (6) or more years of professional experience in transportation related engineering – OR – A Master’s Degree from an ABET accredited college or university in Civil Engineering and four (4) or more years of professional experience in transportation related engineering.  Registered as a Professional Engineer Registration in the State of Florida or, if register in another state, must become registered in Florida within six (6) months.   At least there (3) years of supervisory experience (4 or more technical/professional staff) in a related field of engineering.  A valid Driver’s License is required. Acquisition of Advanced Maintenance of Traffic (AMOT) certificate within one year. 

Job Competencies:  Must have a good knowledge of transportation engineering and operational principles. Must have good computer skills and knowledge of transportation computer applications.  Must be adept at collaborating with people, both the public and other professional engineers. Must be able to provide professionally designed and delivered presentations and discussion materials and be able to speak to elected officials, and other public and private groups and organizations.

Physical Demands:  Must occasionally lift and/or move up to 20 pounds.

Pay: $69,388.80 - $93,080.00
