Description

Coordinate and provide administrative and technical review of development plans (preliminary plans, plats, subdivision construction plans, site plans, zoning cases and development assessments), to assess land use, establish water and wastewater service providers, determine service requirement plan notes, and confirm status and inclusion of easements. Perform utility assessments of existing infrastructure and its ability to serve new development, including the provision of fire flow. Coordinate the efforts of multiple internal Austin Water work groups, such as Pipeline Engineering, Facility Engineering, Industrial Waste, Cross Connection, and Private Plumbing. Provide support services to the service extension request (SER) program.

This position will be filled at one of the following levels depending upon candidate qualifications:
Engineering Associate A: $22.83 to $28.99 per hour
Engineering Associate B: $24.82 to $32.26 per hour
Engineering Associate C: $27.88 to $36.25 per hour

Location:
Initially this position will be located at Waller Creek Center, 625 E. 10th Street, Austin, TX 78701.. There is a planned relocation for Fall 2020 to the Permitting and Development Center, 6310 Wilhelmina Delco Dr., Austin, TX 78752.

Engineering Associate A Minimum Qualifications

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering or in a field related to the job.
  • Experience may substitute for education up to four (4) years.

Engineering Associate B Minimum Qualifications

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering or in a field related to the job, plus two (2) years related experience.
  • Experience may be substituted for education up to a maximum of four (4) years.

Engineering Associate C Minimum Qualifications

  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to engineering, plus four (4) years of experience in a field related to the job, one (1) year in a lead capacity.
  • Experience may substitute for education up to four (4) years

Preferred Qualifications

  • The ability to review site plans and subdivision plans to verify appropriate utility easements are identified and provided; to verify from a broad perspective that there is sufficient capacity for water and/or wastewater service; to ensure utility design criteria is adhered to; and to verify compliance with local and state rules and regulations
  • Knowledge of and experience adhering to all relevant code and utility design criteria related to land use, land development, and water and wastewater infrastructure such as Texas Commission on Environmental Quality Utility Design Criteria, Uniform Plumbing Code, International Fire Code, and municipal land development codes
  • Knowledge and experience with design, construction, and/or operation and maintenance of private plumbing, public water distribution systems, and public wastewater collection systems
  • Ability to determine and communicate with the customer applicable water and wastewater service options
  • Experience using GIS software such as ArcMap or ArcPro for system analysis and mapping
  • Experience using municipal permitting, plan review, and/or work order software
  • Skill in collaborating and coordinating with multiple work groups within a utility, government, or other similarly regulated industry
  • Ability to communicate technical details in response to internal and external customers inquiries
