SUMMARY OF POSITION
Under the direction of the Transportation Engineering Manager, supervise and perform complex and professional engineering duties in the management, planning, programming, design, coordination, and direction of Traffic/Transportation Engineering projects; prepare and/or review traffic studies; prepare and/or review construction plans, temporary traffic control plans and provide traffic engineering support for CIP, commercial and residential development projects; manage Consultant engineering projects; develop Citywide strategies for traffic infrastructure maintenance and improvements, including pavement markings, signage, street lighting, traffic signals, and ITS; assist in development of design criteria, standard details, and manuals; provide technical assistance necessary for the operation and maintenance of the City's traffic signals, ITS, and street lighting systems; and contribute to the efficient and effective functioning of the Traffic/Transportation Engineering section. Performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Prepare and review traffic studies including TIA's, safety studies, operational analysis, etc.
• Perform detailed review of construction plans, specifications, and estimates for traffic, transportation, CIP, and development projects.
• Manage and implement Traffic CIP projects, traffic studies, and other safety improvement projects while working with contractors, consultants and other city departments and/or state agencies.
• Assist the Transportation Engineering Manager in workload planning and scheduling for the Traffic/Transportation Section, and ensuring adherence to such.
• Prepare construction documents and Contractor work orders for construction of traffic signals, ITS, and Illumination infrastructure.
• Assists the Transportation Engineering Manager in the supervision and guidance of the Traffic Control Group, including work assignments, financial management, and staff development.
• Develop and implement citywide strategies for traffic infrastructure maintenance and asset management.
• Perform proactive roadway safety audits to detect problems such as visibility obstructions, operational deficiencies, and other roadway safety concerns.
• Monitor and evaluate traffic patterns in the field and develop recommendations to improve the flow of traffic during peak periods and respond to citizen requests related to traffic flow.
• Direct and conduct appropriate traffic engineering investigations, surveys and studies to justify the implementation of traffic safety projects and/or programs.
• Effectively use and interpret traffic modeling software including but not limited to Synchro.
• Prepare detailed work orders for installation, modification, and/or removal of traffic control devices; deployment of data collection devices including traffic counters and monitoring equipment; and deployment of radar speed trailers and changeable message signs by City forces.
• Design, review, and approve traffic control plans.
• Provide engineering support for the traffic signal system, video traffic monitoring, communication systems, traffic signal timing plans, and operation of the Traffic Management Center.
• Monitor trends in the development of innovative technical advances in the transportation industry and offer recommendations for implementation.
• Ensure that existing and proposed traffic control devices meet the standards specified in the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
• Review, recommend and implement traffic engineering improvements including changes to and application of City and State standards.
• Review, recommend, design, and implement roadway lighting systems.
• Conduct accident reviews at high accident locations and recommend countermeasures for implementation.
• Develop specifications and contract documents for procurement and purchasing of traffic-related goods and services.
• Conduct consultant selection procedures, including scope, definition, bidding, negotiation, and contract preparation and project administration.
• Prepare written technical reports and make presentations to City Council, subcommittees and external agencies.
• Work is performed with limited managerial direction. The supervisor provides the employee with assignments in terms of broad practice, precedents, policies, and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policy, practice, and/or objective.
• Provide traffic/transportation engineering support to other departments in the city.
• Comply with all written City policies and procedures.
• Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.

Required Qualifications

MINIMUM QUALIFICATIONS
Bachelor's degree in Civil Engineering, Transportation Engineering, Traffic Engineering, or related field; supplemented by seven (7) years of increasingly responsible transportation engineering experience, traffic engineering experience, or related fields.
 
Texas Professional Engineer (Civil) License required, or the ability to obtain within six (6) months of employment.
 
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.
 
PREFERRED QUALIFICATIONS
Ten (10) years of traffic engineering experience; Three (3) years of experience in design, review, and/or management of transportation PS&E projects.
 
CONDITIONS OF EMPLOYMENT

• Must pass a drug screen and background check.
• Must have Class C Texas Driver's License.

Physical Demands/Supplemental

PHYSICAL DEMANDS
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks require visual and sound perception and discrimination and oral communications ability.
 
WORK ENVIRONMENT
Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
