The Grant Writer reports to the Assistant City Manager and is responsible for applying for grants from governmental agencies, private foundations, corporations and individual grantors. The Grant Writer will be responsible for researching, writing and coordinating the grant application process. The Grant writer will be responsible for management of proposals and maintaining a database of grant opportunities. The Grant Writer will assist the City Council and City Manager in achieving the City's long-term goals and objectives by securing grants to achieve the City's strategic plan.

Essential Job Functions

Assists with the administration and coordination of long term strategies and work plans designed to identify and apply for grants and funds for City programs. Advises the Assistant City Manager on related issues and programs.

Consults with the Assistant City Manager regarding operations, plans, and programs of assigned departments; Meets with Department Directors / City leaders as needed to remain informed of individual department and overall City needs. consults with assigned Department Directors to ensure conformance with overall City goals and objectives as it relates to grants and funds for City programs. Develops and writes grants to assist in meeting and fulfilling City needs. Exercises considerable initiative and independent judgment in representing the City within assigned areas of responsibility. Attends various City and community meetings and conducts interviews to obtain and verify information.

Assists in the preparation and administration of the City's annual grant budget and assists in achieving goals and objectives as established by the City Manager and City Council. Ensures that assigned areas of responsibility are performed within budget and performs cost control activities and assures effective and efficient use of budgeted funds. Writes, edits, and proofreads proposals in accordance with grantor standards and requirements and to assist in meeting and fulfilling the needs of the City. Attends various City and community meetings and conducts interviews to obtain and verify information.

Maintains and tracks grant requests and reporting requirements. Maintains database and files regarding information about grantors, including contact information, requests for funding, reporting requirements, deadlines, and whether the requests are funded or not funded.

Corresponds with prospects and grantors, including following up on status of proposals and reporting back on their program investments. Coordinates on-site visits with prospects / grantors as needed.

Responds to questions concerning grant compliance. Meets with City personnel and funding source agencies as needed to review financial reports, verifies data and ensures for accuracy, completeness, and compliance with grant regulations.

Prepares accurate and timely progress reports. Regularly informs supervisor of project status and any deviation from established timeline or goals.

Prepares and makes presentations to City Council and other outside agencies, including civic and social groups related to all grants. Represents the City and works closely with citizen boards and commissions and public and private officials to provide technical assistance, directly or through staff. Performs other duties as assigned. Responsible for regular, on-time attendance.

Minimum Requirements

Bachelor's degree in Communications, Marketing, English, Public Administration, Business, Political Science, or a related field from an accredited college or university. Minimum three (3) years progressive experience; or an equivalent combination of education and experience. Certification for grant writers is a plus.

Communicates directly with the City Manager, City Council, advisory boards, the Executive Team, City employees, citizens, and others in a professional manner both orally and in writing. Develops and maintains an effective working relationship with the City Council, citizens, department directors, other municipal officials, civic associations and county and state officials.

Ability to function with a high level of independence and initiative. Strong time management skills with the ability to multi-task across multiple concurrent grant projects.

Other Requirements

Valid Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
