SUMMARY:

Performs moderate to complex professional-level work related to various elements of land use planning.
 

ESSENTIAL FUNCTIONS:

  • Serves as team lead and mentor to Planners and Development Technicians performing work of a less complex nature;
  • Advises and assists supervisors with regard to periodic updates of the comprehensive land use plan, the future land use map, and various development regulations;
  • Reviews various development applications against the adopted comprehensive land use plan, future land use map and applicable development regulations; Reports findings and renders advice to customers, staff and/or supervisors, as applicable;
  • Initiates, performs and/or supervises various special projects related to land use planning.
  • Attends various public meetings of the Planning and Zoning Commission, Zoning Board of Adjustment, Urban Design and Historic Preservation Commission, City Council and others; Presents staff reports and findings concerning related applications and business;
  • May supervise full-time and part-time employees of the Planning Department;
  • Assists in the development and execution of training and cross-training programs for Planners and Development Technicians;
  • Prepares, reviews and critiques reports and presentations related to cases and plats;
  • Assists in the development and preparation of the department's fiscal budget;
  • May act in the capacity of the supervisor in his/her absence, including supervision of subordinate personnel;
  • May be assigned to supervise customer service counter on a rotating basis;
  • Other duties as assigned.
 

QUALIFICATIONS:

Completion of a bachelor degree in urban planning, architecture, landscape architecture, civil engineering, geography, public administration, or a related field with an additional three years progressively responsible urban planning or related experience; or any combination of relevant education and experience which provides the following:
 
Valid Current Driver's License
Texas Operator's License
Certification by the American Institute of Certified Planners (AICP) Preferred 
 

KNOWLEDGE AND ABILITIES:

Knowledge of:
  • Urban planning principles and practices;
  • Texas laws applicable to annexation, zoning and subdivision of land;
  • Planning research methods, techniques, and equipment;
  • Municipal government operations;
  • Computer aided design programs;
  • Standard computer office suite (MS Office).
Ability to:
  • Prepare planning reports including graphic materials;
  • Organize and supervise the work of others;
  • Establish and maintain effective public relations;
  • Communicate effectively with others, orally and in writing;
  • Speak effectively in a public setting;
  • Conduct thorough and effective research.
Physical Requirements:
  • Frequently bend during the shift;
  • Occasionally kneel during the shift;
  • Frequently lift and carry up to 10 pounds;
  • Occasionally lift and carry up to 25 pounds;
  • Occasionally rotate upper trunk to the left or right while sitting or standing;
  • Occasionally flex upper trunk forward at the waist and partially flex at the knees;
  • Place arms above, at, or below shoulder height.
