Description

The purpose of this position is to perform a variety of responsible professional, technical and analytical classification and compensation activities in support of the development, implementation and maintenance of the City’s classification and compensation systems; provides analytical and technical support for union negotiation teams; and performs related duties as assigned.

This is a full-time, regular, exempt position. The schedule for this position is M-F, 8:00 am to 5:00 pm.

Essential Functions:

  • Develop and administer exempt and nonexempt salary programs to ensure equitable and competitive pay practices for the City. Analyze survey data to determine the comparability of benchmark positions to similar positions; design compensation packages and/or recommend changes in salary structure as required; propose strategies for implementing changes and oversee implementation of changes.
  • Develop, review and revise job and classification descriptions.  Gather job and classification information through interviews with employees, management, and other job experts; conduct comprehensive job analyses; allocate and recommend jobs to specific classifications; and prepare analytical reports to support recommendations. 
  • Evaluate and recommend changes to compensation policies; develop new or revise existing compensation programs based on current trend analysis and policy direction. Ensure that total compensation policies and practices conform to state and federal standards and guidelines.
  • Conduct surveys in support of the negotiation teams and recommend contract language changes.
  • Advise department directors, managers, supervisors and employees on results of reclassification requests, classification studies and interpretation of classification and compensation policies and practices.
  • Perform FLSA reviews and determine appropriate status.
  • Provide staff support to the Salary Review Commission (citizen committee that determines the salary for the Mayor and Council); schedule meetings, perform research, and prepare the final report.
  • Keep informed of new trends, developments, laws, regulations related to the administration of classification and compensation.
  • Perform related duties and responsibilities as required.

Experience and Education

  • Three (3) years of increasingly responsible human resources generalist experience, with an emphasis in classification and compensation preferably in a public sector and unionized environment.
  • Bachelor’s Degree from an accredited college or university with major course work in human resources, public administration or related field.
  • Equivalent combinations of education and experience may be considered.

 

Computer Skills

  • Intermediate skills in Microsoft Outlook, Word, Excel, and PowerPoint.
  • Experience with automated HR/Payroll systems.

 

Required Licenses and/or Certifications

  • Human Resources certification (e.g. IPMA-CP, PHR, CCP) is desirable.
