Planning Manager

Summary: Supervises and assigns/reviews the work and planning activities for the Planning Division. Ensures work quality and adherence to established policies and procedures and performs the more technical and complex tasks relative to the assigned area of responsibility. Provides administrative support to Director of Development and advises on planning/development decisions.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained and follows policies and procedures.
  • Participates in developing the annual goals of the department and development for the City of Odessa; recommends and assists in implementation of goals and objectives; and implements approved policies and procedures.
  • Establishes schedules and methods for providing planning services; evaluates the responsiveness, efficiency and effectiveness of the division; and works with employees on the continuous improvement of the division.
  • Assists the development community and serves as a liaison on the City's behalf in conjunction with the Director of Development to plan and complete development projects. Manages and monitors progression and successful completion of development projects.
  • Serves as division liaison associated with project management for proposed large developments; monitors the progression and successful completion of the various projects.
  • Ensures compliance with the City of Odessa Master Plan and monitors Master Plan implementation process; prepares implementation reports; participates in update process; and identifies needs and priorities.
  • Participates in senior level staff conferences; and represents the department at meetings with other agencies, City departments and private organizations.
  • Supports the departmental operations regular and timely attendance.
  • Process internal and external customer research, policy, statutes and information requests.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; and performs other duties as required or assigned.

 Minimum Qualifications:

 Education, Training and Experience Guidelines: Bachelor's Degree in Urban Planning, Engineering, Business or Public Administrative; and four years of experience managing urban planning projects, including supervisory experience.

 Knowledge of:

  • State and federal regulations governing planning, zoning, municipal services and urban development.
  • Principles, practices and procedures of urban planning, community development, land use, zoning, transportation planning, building safety and environmental protection.
  • City land use and development regulations and zoning codes.
  • Principles and practices of administrative management, including personnel rules and employee supervision.
  • Principles of Information Technology, including ESRI Geographic Information Systems.
  • Site planning and design techniques and methods.

 Skill in:

  • Analyzing development issues, evaluating alternatives and developing recommendations based on findings.
  • Interpreting and applying federal and state rules and regulations, and City policies and procedures.
  • Analyzing City needs and prioritizing and promoting City of Odessa programs to meet development strategies.
  • Presenting and defending reports and information in public meetings.
  • Checking designs, details, estimates, plans and specifications of development plans.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Managing and leading staff and delegating tasks and authority.
  • Establishing and maintaining cooperative working relationships with City employees, elected officials, regional community development agencies, advocate groups and the general public.
  • Operating a personal computer: utilizing a variety of business and specialized software.
  • Communicating effectively verbally and in writing.

 License and certification requirements: A valid Texas State Driver's License is required. Professional certification through the American Institute of Certified Planners (AICP) is preferred.

 Physical demands and working environments: Work is performed in a standard office environment.
