Overview

The Senior Special Projects Manager is responsible for managing and coordinating complex administrative projects or activities that require a high degree of specialized knowledge such as, implementation of process improvements, process flow charts, review trend analysis, statistics, and specialized software and programs. This position will conduct research, provide data, make recommendations, and implement solutions to achieve project goals and objectives for the Engineering department.

Responsibilities

  • Manages and coordinates projects and activities between members of the management team, various City departments, public agencies and private sector representatives.
  • Performs follow up and/or research on questions or issues that may be required for projects.
  • Coordinates and prepares monthly status reports to Executive Leadership and department management; provides information response to requests for information from other departments regarding special projects as needed.
  • Suggests and implements management solutions to address new or ongoing challenges faced by the department and/or City organization.
  • Assists in planning, directing, and coordinating the department work plan through working with department staff; meets with management staff to identify and resolve problems.
  • Assigns work projects and programmatic areas of responsibility; reviews, evaluates work methods and procedures, and plans/provides training to department staff on special projects as needed.
  • Serves as department representative at conferences and meetings regarding the department’s special projects and programs.
  • May be asked to perform other duties as assigned.

Knowledge, Skills and Abilities

  • Knowledge of advanced level mathematics and mathematical functions in Excel
  • Knowledge of comprehensive implementation efforts and strategies for successful execution of projects
  • Skill in problem solving and analytical reasoning
  • Ability to read and understand policies, procedures, work processes, flow charts, and other written documents such as contracts and construction documents
  • Ability to observe and analyze different processes, develop flow charts, identify inefficiencies, and recommend improvements

Qualifications 

  • Requires a Bachelor degree (BA/BS)
  • Minimum of six (6) years of progressively responsible experience in project management, planning, business, or related field
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
