EMERGENCY MANAGEMENT COORDINATOR

Job Description

Department: Administration

Reports To:  City Manager

FLSA Status: Non-exempt

Location: City Hall

 

SUMMARY:  Directs, develops, and maintains the City of Angleton’s emergency plans and programs.

**This position is safety sensitive and is subject to random drug and alcohol testing.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The statements below are intended to describe the general nature and level of work being performed by individual(s) assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified in this position. The position description is subject to change by the city as the needs of the city and requirements of the position change.

 

  • Coordinates emergency planning and community preparedness programs with various Federal, State, and local agencies.
  • Provides staff support to the City Manager and Mayor to coordinate actual or potential emergency preparedness or response efforts.
  • Serves as the City's liaison on emergency preparedness issues with the United States Federal Emergency Management Agency, the State of Texas Division of Emergency Management, Brazoria County Department of Emergency Management, Homeland Security and Emergency Management and other local municipalities.
  • Coordinates training programs and emergency operations drills to prepare City department staff to respond quickly and effectively to emergencies. 
  • Writes memos, City Council Reports, Damage Reports, and other administrative reports.
  • Advises departments on their emergency plans and coordinates interdepartmental activities.
  • Works with all city departments heads including Fire Department and Police Department Training Officers to coordinate educational opportunities for first responders; facilitates National Incident Management Systems (NIMS) training on ICS with a multi-year training plan of at least 2 years for Citywide personnel to maintain jurisdictional compliance for TDEM and FEMA requirements.
  • Organizes and establishes an Emergency Operations Center at City Hall; trains essential personnel on operating procedures.
  • Ensures the City maintains an updated DEM 147 signed by the Mayor.
  • Is directly responsible to develop and maintain a Continuity of Operations Plan (COOP) for the City.
  • Maintains a Hazard Mitigation Plan for the City to be updated every 5 years.
  • Ensures all elected and City officials are educated in their roles during disasters and emergencies.
  • Establishes and maintains Mutual Aid agreements for City departments as needed.
  • Inventories and maintains an accurate list of all redundancies and backup generators for essential City facilities.
  • Coordinates and maintains GIS mapping for special populations within the City.
  • Maintains a disaster debris management plan for the City.
  • Maintains updated list of contacts for all external partners (Red Cross, Salvation Army, etc.).
  • Manages preparedness information to help residents and businesses prepare their families and workers for any and all hazard events.
  • Disseminates agreements with local vendors for disaster aid; manages all hazard mutual aid agreements with local agencies, including counties as well as regional response and advisory councils. 
  • Administers the City of Angleton Office of Emergency Management social media pages to distribute local, regional, State and FEMA emergency alert messages.
  • Represents the City on various internal and external task forces and committees.
  • Develops cost estimates and makes budget projections.
  • Reviews state and federal proposed legislation and provides recommendations
  • Performs other duties as required or assigned.

WEB Emergency Operations Center (WEB EOC) Program: Provide oversight to the WEB EOC program by serving as the point of contact for all WEB EOC related issues including: recordkeeping, training, and scheduling of City staff members who will respond for the City in WEB EOC required events; oversight of all city events that require WEB EOC reporting; monitoring WEB EOC training opportunities around the region, as well as monitoring the WEB EOC training needs of identified staff members.

Emergency Operations Plan (EOP): Ensure the maintenance of the City’s EOP and related Annexes, including working with all City departments that have emergency plans to ensure they are each kept current and functional.

  • Ensure all state requirements for the EOP are consistently met and all documents are updated on an annual basis. Ensure the City’s complete EOP is approved by the State of Texas every five (5) years.
  • Work with all City departments with EOP responsibilities to insure they are provided with any assistance needed in maintaining an up-to-date document. Assist these departments in coordinating EOP training for appropriate staff.

Continuity of Operations Plan (COOP) and Continuity of Government Plan (COG) Program: Responsible for the development and maintenance of the City’s COOP/COG program. Work collaboratively with each department to annually update the City’s COOP/COG; work with the IT Department to establish an updated process similar to the EOP/Annex annual review and update process.

Exercise /Drill Program: Collaborate with City departments to develop, present and evaluate emergency management drills and exercises that are conducted within the City; represent the City in the development of regional drills and exercises and participate in such drills.

Cost Recovery Program: Administer the Cost Recovery Program to ensure the City can recover any monies to it from major events that cause the city to expend large amounts of money to resolve.

Emergency Operations Center Program: Responsible for maintaining the EOC in a constant operational readiness condition; oversee the use of the EOC daily and ensure all equipment is maintained in a 24/7 readiness status.

  • Act as point of contact for administration of the AM Alert Radio system.
  • Maintain a contact list of healthcare facilities within the City, including hospitals, nursing care facilities, and mental healthcare facilities. Maintain an annually updated list of citizens from the state of Texas that annually sign up through the citizens with medical needs 211 Program.
  • Facilitate distribution of public safety portable radios to City departments for use in emergency situations.
  • Maintain positive communication and public relations in all facets of emergency management services and projects.
  • Work with all necessary City personnel in reviewing and establishing service needs.
  • Assist with special projects as requested.
  • Performs additional duties and responsibilities as directed by the City Manager or Mayor .

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

The preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below. The city reserves the right to allow substitutions if a candidate or incumbent exceeds requirements in one area but may be deficient in another.

Education and Experience

Bachelor’s degree from a regionally accredited university required

Five (5) years of progressively responsible emergency management and service experience preferred OR an equivalent combination of education, training, and experience. 

License and Certification Requirements:

  • FEMA Professional development series, FEMA Advanced Professional Series Preferred
  • NIMS 100, 200, 300, 400, 700, and 800.
  • Texas Emergency Manager (TEM) or Certified Emergency Manager (CEM) within 5 years of employment
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license in good standing and must be insurable without a special high-risk policy.
KNOWLEDGE, SKILLS AND ABILITIES
Required Knowledge of
  • Principles, practices, and methods of developing and implementing emergency management programs.
  • Principles, methods and practices of municipal budgeting and finance; grant experience preferred
  • Federal and State legislative changes as they related to emergency operation plans and municipalities.
  • Texas Code 418 for Emergency Management.
  • FEMA Disaster Policies and Guidelines
  • The principles and practices of public administration and government organization.
  • Research techniques, methods, and procedures.
  • Knowledge of database principles and practices, as well as computer and software applications as it relates to reporting and analysis of data.
  • Effective data analysis and reporting techniques.
