The Assistant Finance Director works independently under the general direction of the Finance Director.  This individual assists the Finance Director in the management and oversight of Finance, Municipal Court and Utility Billing activities to safeguard the assets of the City of Red Oak, promote accountability and transparency. 

Responsibilities include, but are not limited to: 

• Manages the daily operations of the Finance department.
• Performs banking transactions, online banking, cash accounts and cash collections, fraud detection, bank reconciliation reports, approve deposits, monthly reports, month-end Finance entries, fixed assets register, and general ledger.
• Supervises Finance Department employees, including interviews, selection training, performance reviews, disciplinary actions, and developmental goals.
• Oversees the Utility Billing, Payroll, and Accounts Payable processes.
• Provides payroll support & assistance to other departments as needed.
• Assists with budget preparation & compliance, assists with audits and other special projects.

MINIMUM QUALIFICATIONS: 

• Valid Texas Class C Driver’s License with clear driving record.
• Three years of experience in governmental accounting is required, including two years of supervisory experience, or an equivalent combination of education and experience may be considered.
• Bachelor's degree in Finance, Business or Public Administration.
• A Certified Public Accountant license and/or a Certified Government Finance Officer certification is preferred, but not required.
