The City of Corona is looking for a collaborative and engaging team builder and creative problem solver as its next Chief Talent Officer.


The Chief Talent Officer will report directly to the City Manager and will join the the City at an exciting time of opportunity.  The new Officer will oversee the crucial human resources services of recruitment, employee and labor relations, benefits, classification and compensation, leave administration, employee data management, and employee health and safety.  The ideal candidate will be a "hands on" and engaging leader with creative and collaborative ideas to improve the work environment for the City's dedicated employees.
 
The new Officer will oversee several key priorities and projects in need of completion including an employee engagement survey, classification and compensation study, and implementation of ADP HCM Suite – Learning Management, Recruiting Management and Workforce Now.
 
The new Officer will need to be a highly collaborative and engaging team builder capable of creatively solving problems and implementing process improvements.  A communications and relationship building style that actively focuses on building ties within the wider city operation will be highly important to achieve success in this role.  A keen eye towards innovation and finding new ways to recruit talented staff as well as develop and retain current staff will also be critical for the new Chief Talent Officer.
 

Some of the position's requirements include:

  • Graduation from a college or university with a degree in Human Resources Management, Public Personnel Administration, or a related field
  • Seven or more years of professional experience in human resources management, contract administration, strategic planning and budgeting practices, including considerable supervisory and management experience
  • A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy
  • Certification or specialized training in human resources management, contract administration, budgeting, project administration, and related areas is desirable


The position is FLSA Exempt – ineligible for overtime compensation.

THE ORGANIZATION
 
The City of Corona is a General Law city operating under a Council-Manager form of government.  Policy making and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members.  Members of the City Council are elected by District to a four-year term.  The Mayor is selected by the Council and serves as the presiding officer for one year. The City is organized into various departments such as Administrative Services, Community Development, Department of Water and Power, Fire, Information Technology, Legal and Risk Management, Library and Recreations Services, Maintenance Services, Management Services, Police, and Public Works. The City's total operating budget for Fiscal Year 2019/20 is $335.8 million with a General Fund operating budget of $139.5 million. Corona enjoys a workforce of 810 dedicated employees who provide high quality services to its residents and visitors each day.
