General Summary

Under the direction of the Director of Information Technology, the GIS Manager provides leadership, direction, and support to the GIS Division of the Department of Information Technology. This position is responsible for the coordination and management of GIS workflow and projects, design and implementation of GIS applications and programs.  Advises and consults with City of Forney departments on the use of GIS programs and applications. Coordinates training and provides educational opportunities on GIS related topics for City of Forney departments.  The GIS Manager is required to provide excellent customer service, resolve problems in a timely manner, communicate effectively, and be a positive contributor to the City of Forney Technology Services team. This position will be the application support for the City of Forney ArcGIS on premise Enterprise system and have knowledge of best policies and practices for the server system.

Essential Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Develops, implements, and manages the GIS program city-wide.
  • Designs GIS programs.  Tests, operates, documents, and maintains GIS applications and systems.
  • Adds as-builts and other collected information from city departments to the GIS Data
  • Supervises and manages development and maintenance of geospatial data layers and databases to meet high standards for completeness, accuracy and utility; supervises and participates in quality control checks of data conversion from non-GIS formats into GIS data; supervises the production of standard maps and other products to meet the needs of the department and customers.
  • Oversees the ongoing maintenance of the City's base map data.
  • Performs spatial analysis such as buffering, spatial overlays and distance calculations using established methods and procedures.
  • Serves as the primary resource to City Departments, vendors, and citizens for GIS projects, questions, and issues.
  • Advises and consults with City departments on the design and use of GIS technologies and products.
  • Develops operational policies and procedures related to the GIS system.  Ensures staff adherence to all GIS, departmental, and City policies and procedures.
  • Provides technical guidance, training and expertise to IT staff and other users. Provides educational opportunities on GIS related topics to City departments.
  • Provides recommendations to the Director of Technology on GIS budget items.
  • Meets with users to establish specific requirements and priorities.  Coordinates the sharing of data and delivery of services with other departments and agencies.
  • Leads and participates in the design and development of GIS applications and tools to automate processes and facilitate analysis and reporting.  Participates in and may serve as project manager in the design, development, modification, enhancing, and upgrading of applications and databases to provide mapping and other GIS services. Utilizes project management software to manage GIS projects.
  • Participates in the preparation and evaluation of proposals, bids, contracts and service agreements for GIS software, equipment and consulting services. 
  • Participates in the development, implementation and evaluation of departmental goals and objectives.
  • Maintains with IT staff the back-up of programs and data files, and develops appropriate security measures to ensure the integrity of information.
  • Attends conferences, seminars, workshops, classes, and lectures as appropriate, to enhance and maintain knowledge of trends and developments in the fields of GIS, database management, E-911 addressing, administration, and pubic communications.
  • Represents the City on committees and advisory groups to foster cooperation and ensure consistent practices for storage and sharing of geospatial data.
  • Performs field work, traveling to selected points in the City to gather Geographic Information and ensure that data is complete and correct.
  • Regular and punctual attendance is required.
  • Performs other related duties as required.

Knowledge, Skills and Abilities

  • Requires the ability to be accountable for inventory/property management. Requires the ability to make recommendations that impact the budget.
  • Requires the ability to use small office equipment, including copy machines or multi-line telephone systems.
  • Requires the ability to use computers for data entry.
  • Requires the ability to use computers for word processing and/or accounting purposes.
  • Requires the ability to use highly technical computer applications, such as GIS or CAD.
  • Requires the ability to maintain, install, and operate an ArcGIS on-premise Enterprise System
  • Requires the ability to repair, develop, or install complex software or management information systems.

SUPERVISORY CONTROLS: The Director of IT assigns work in terms of general instructions.  The Director regularly reviews completed work for compliance with procedures, accuracy and nature and propriety of the final results.

GUIDELINES: Guidelines include Supervisor instruction, city and department policies and procedures, industry best practices and manufacturer’s guidelines.  These guidelines require judgment, selection and interpretation in application.

COMPLEXITY: The work consists of varied information technology administration duties.  Frequent changes and upgrades in the IT environment contribute to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to coordinate the City’s enterprise GIS system, installation or modification of City GIS applications or systems with all stakeholders.  Successful performance helps ensure the efficiency and effectiveness of a variety of City GIS operations.

PERSONAL CONTACTS: Contacts are typically with coworkers, consultants and vendors.

PURPOSE OF CONTACTS: Contacts are typically to exchange information, motivate persons, resolve problems and provide services.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting or standing.  The employee occasionally lifts light objects and distinguishes between the shades of color.

WORK ENVIRONMENT: The work is typically performed in an office, some field work related to GIS will be required.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in related field and a minimum five (5) years of experience in a related field; or an equivalent combination of education and related experience required.
  • Experience must include a minimum of five (5) years of progressively responsible experience operating, maintaining, and implementing automated mapping and/or geographic information systems which would have applied or developed the required knowledge and abilities listed above.
  • Experience administering, operating, and installing an on-premise ArcGIS Enterprise server system preferred.
  • Geographic Information Systems Professional preferred. Must be able to demonstrate experience using GIS software.
  • Must not have any Class B misdemeanor or higher convictions or deferred adjudications.
  • Possession of or ability to readily obtain a valid Class “C” Driver’s License issued by the State of Texas.
