SALARY: $95,000 to $115,000 DOQ

JOB SUMMARY:  This position is responsible for the administration, management, and operational guidance for public works in the City of Forney.

MAJOR DUTIES:

• Serve as the leader and mentor of the Public Works Department; will lead by example to ensure accountability and responsibility; and provide servant leadership to the employees, organization, and community.

• Oversee the operations of the Public Works Department, including water, wastewater, drainage, street maintenance, and public improvements.

• Direct and supervise department employees engaged in a variety of maintenance and repair activities; interview, hire, counsel, empower, direct, train, evaluate, promote, discipline and terminate employees.

• Ensure departmental compliance with city policies and procedures and with federal, state and local laws.

• Act as liaison between the department and developers, property owners, business owners and residents.

• Communicate plans, policies and procedures to employees, the City Council, and the public; make presentations as required.

• Develop and administer department operating budgets; Manage expenditures to ensure compliance with the adopted budget.

• Research possible alternative methods and materials to improve efficiency and effectiveness.

• Develop and deliver presentations to the City Council, department employees, and the general public.

• Coordinate with CIP and Engineering on all public works capital and other projects.

• Coordinate with CIP and Engineering when developing requests for proposals and requests for quotes; manage contracts for various maintenance projects.

• Perform related duties.

SUPERVISORY CONTROLS:  The City Engineer assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES:  Guidelines include Supervisor instruction, city policies and procedures, city engineering design standards, State and Federal Laws, EPA regulations, and Texas Commission on Environmental Quality standards. These guidelines require judgment, selection, and interpretation in application.  This position develops departmental guidelines.

COMPLEXITY:  The work consists of varied administrative, supervisory, and management duties. The variety of tasks to be managed contributes to the complexity of the work.

SCOPE AND EFFECT:  The purpose of this position is to supervise the operations of the Public Works Department.  Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.

PERSONAL CONTACTS:  Contacts are typically with co‑workers', vendors, suppliers, other city employees, elected and appointed officials, engineers, surveyors, consultants, developers, architects, and the general public.

PURPOSE OF CONTACTS:  Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping.  The employee occasionally lifts light and objects, climbs ladders, distinguishes between shades of color, uses tools or equipment requiring a high degree of dexterity, and utilizes the sense of smell.

WORK ENVIRONMENT:  The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Water Foreman (1), Wastewater Foreman (1), Street Foreman (1), and Executive Assistant (1).

MINIMUM QUALIFICATIONS:

• Bachelor’s degree in engineering, public administration, or a related field; A State of Texas Professional Engineer’s license preferred; Master’s Degree preferred.
• A minimum of ten (10) years of progressively responsible experience in public works maintenance, construction and repair activities, with at least five (5) years of supervisory experience.
• Possession of, or the ability to obtain within one (1) year, a Class “C” Water License.
• Possession of or ability to readily obtain a valid Class C Driver’s License issued by the State of Texas.
• An equivalent combination of experience, education and training providing the required knowledge, skills and abilities may be considered.
