Summary 

Under limited supervision, plans, coordinates, manages, and directs the operations of the Development Services Department; develops and implements plans, policies, and programs to promote residential and commercial activity in the City of Lancaster. Oversees implementation of comprehensive plans and programs for utilization of land and physical facilities of the City by performing the following duties.  

Essential Duties and Responsibilities 

  • Compiles and analyses data on economic, social, and physical factors affecting land use, and prepares or requisition graphic and narrative reports on data.
  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.
  • Reviews and evaluates environmental impact reports applying to specified private and public planning projects and programs.
  • Assisting the City Management team to accomplish the strategic plan and goals as directed by City Council.
  • Providing budgets to the City Manager’s Office for the final review and revision.
  • Preparing and presenting projects, resolutions, and ordinances to the City Council and in collaboration with the City Manager’s Office and City Attorney.
  • Responding to inquiries form City Council, the City Manager’s Office, other departments, citizens, and customers.
  • Weekly meetings with division managers for team building, issues resolution, strategic planning, execution of projects, and performance accountability.
  • Management and over site and/or direct support to the Tree Advisory Board, Property Standards Board, and other related boards and/or commissions.
  • Approves, rejects or annotates corrections on plans in accordance with the Lancaster Development Code and/or Lancaster Code of Ordinances.
  • Plans, coordinates, and direct Development Services Department operations including, planning, inspections, engineering, code compliance and animal services.
  • Serves as a principal advisor to the City on development issues; develops and directs plans and policies to meet City goals and objectives; interprets concerns, defines desired results, develops solutions, determines scope and priorities of programs and special projects.
  • Provides leadership, direction and guidance in Development strategies and priorities; prioritizes resource requirements, coordinates operations, and assures programs meet the City goals.
  • Represents the Development Services Department to other city departments, elected officials and outside agencies; interprets and explains policies, procedures, rules and regulation; coordinates strategies to integrate services with other programs, departments and agencies.
  • Assures the integrity of the Development Services work products, processes procedures; monitors technical documents for accuracy, completeness, and compliance with Federal, State, and City policies and practices; reviews and monitors status reports, and recommends appropriate actions.
  • Review and approves applicants, agreements, plans and reports of Development Services, activities; manages the collection, analysis and reporting of administrative and operational data.
  • Assure effective communication of Development issues; coordinates with citizens’ groups, advisory boards and commissions; develops cooperative professional relationships with local developers, realtors and contractors.
  • Directs the activates of the Development Services Department managers; plans prioritizes and assigns tasks and project; monitors work, develop staff skills, and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities.
  • Other duties may be assigned.  

Education and/or Experience 

Bachelor’s degree (B.A.) for four-year college or university; or five to seven years related experience and/or training; or equivalent combination of education and experience. Master’s degree highly preferred. Other certification/licenses preferred including American Institute of Certified Planners (AICP) or professional engineer. Demonstrate accomplished inter-personal and customer services training skills.
