Job Summary

The Finance Director serves as the Chief Financial Officer for the City of West University Place providing highly responsible and complex financial and administrative support to City Management.  Directly supervises three employees and indirectly supervises all other personnel within the assigned functions of finance, accounting, accounts payable, payroll, treasury, utility billing, purchasing, and municipal court.  Prepares, compiles and assists the City Manager with presenting the annual budget document for the City.  Monitors expenditures during the year and makes recommendations to the City Manager for budget modifications or additional funds.  Ensures financial reporting and procedural compliance with all applicable Federal, State and Local regulations as well as generally accepted governmental and accounting principles. Coordinates the annual audit and is responsible for the Comprehensive Annual Financial Report.  Serves as the City’s Chief Investment Officer.

Essential Job Duties and Responsibilities

  • Participates as a critical member of the City’s Executive Management Team.
  • Manages the City’s various banking relationships and, as an integral part of negotiating these relationships, ensures provisions consistent with continued governance in times of emergency situations of extraordinary events.
  • Schedules, monitors and evaluates the work of various financial functions.
  • Manages all city investments and cash transfers to banking and investment accounts.
  • Serves as primary administrator for the financial, utility billing and centralized cash receipts systems including managing active general ledger accounts, maintaining user access and permissions and communicating regularly with the city’s Information Technology Director.
  • Oversees all purchasing functions to ensure compliance with state and local regulations, ordinances and policies.
  • Prepares reports and documents for compliance with regulations and for informational purposes for city staff, outside consultants and other interested parties. Further develops and prepares timely and accurate periodic reporting as an essential management tool for City Administration and the continued enrichment, economy and efficiency of City services.
  • Manages the annual audit process and coordinates the presentation of the annual financial report.
  • Manages and administers appropriate and applicable contract services which may, from time to time, be necessary for the efficient operation of essential City services (i.e. meter reading, delinquent tax collection, etc.).
  • Develops staff in order to ensure knowledge of current legal requirements involving financial functions thus ensuring continued service through all periods as well as sound succession planning
  • Assists with special projects assigned by the City Manager such as benefits, pay plan and rate studies.
  • Compiles and submits required reports to the state and city. Prepares financial reports for the City Manager, city staff, the city council, the City’s auditors and the state comptroller.
  • Reads and interprets professional accounting and financial legal requirements and publications.
  • Advises and assists the City Manager in the development and monitoring of the City Council’s financial policy.  Assists the City Manager in the implementation of council policies, procedures and directives.
  • Attendance is an essential function of this position.  The City reserves the right to require an employee to work overtime.  Position is considered “Essential Personnel” which requires the ability to respond, as required, and participate in activities related to emergency situations including but not limited to natural and/or man-made disasters.  These activities may include services or duties different from those performed in the usual course and scope of your job.  In the event of an evacuation you may be required to remain to perform needed services.

Minimum Education, Experience and Certification

Bachelor's degree in Finance, Accounting or equivalent required.  Certification as Government Finance Officer (CGFO) and/or Certification as a Public Accountant preferred.   Five years of experience as a Finance Director or assistant required.
