POSITION DESCRIPTION:

The Senior Project Manager within the Special Projects & Programs Group executes tasks, projects and programs at the direction of the Senior Staff of the Harris County Engineering Department, often in compressed timelines with limited supervision and oversight. The initial duties of this position will be strongly geared towards Residential Developments and all related project management and engineering tasks therein. Normal duties will range from negotiating with developers and public agencies to coordinating designs, infrastructure and home construction. The Senior Project Manager's work will advance to include roles and responsibilities across the various fields of engineering and project management consistent with their drive, initiative and capabilities.
 
Essential Duties and Responsibilities
The Senior Project Manager's responsibilities include, but are not limited to:

  • Communicating effectively with builders, developers, utility providers, engineering senior management, elected officials, their staff and other public agencies
  • Leading meetings to facilitate project updates, communication, and decision points with senior staff and clients
  • Communicating with staff and management to balance workloads of available resources, identify deficiencies, and recommend innovative solutions to meet their objectives
  • Managing consultants and other subject matter experts in the preparation of planning, study design and construction deliverables
  • Facilitating and/or designing plats, roadways, drainage, utilities, structures, houses and related documentation as needed to expedite tasks and projects
  • Ensuring regulatory compliance and related approvals and permits are executed at all phases of the projects
  • Balancing details and technical aspects with functional and legal requirements such that project expectations are met within monetary and schedule constraints
  • Proactively identifying and addressing schedule, budget and performance issues with team members and management as necessary to resolve issues and mitigate risks before impacting project expectations

REQUIREMENTS:
  • Bachelor's Degree in Engineering, Engineering Technology, Construction Science or Construction Management from an ABET-accredited college or university
  • Minimum Five (5) years of professional and leadership experience in the management of multi-disciplined projects in a professional team or resource group environment
  • Minimum Five (5) years of experience in managing, designing, or constructing single family residential developments
    • Can be concurrent with leadership experience. Military service in an applicable field is acceptable
  • EIT Certification with capability to achieve P.E. licensure within (12) months of start date
  • Capability to achieve PMP Certification within (12) months of start date
  • Strong written and oral communication skills
  • Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization
  • Ability to read and comprehend construction plans, estimates and specifications
  • Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules
  • Valid Driver's License (Texas upon hire) and a good driving record
  • Ability to drive a County vehicle to various job sites as needed to accomplish tasks and projects

PREFERENCES:
  • Additional experience beyond the required in managing the design or construction of residential or multi-use developments
  • Proven ability to lead negotiations with consultants, developers, other agencies and stakeholders to procure resources and formalize cooperative relationships that achieve project goals
  • Licensed Professional Engineer (PE)
  • Project Management Professional (PMP) Certification
  • Certified Floodplain Manager (CFM)
  • Certified Envision Specialist (ENV-SP)
