DEPARTMENT: HOMELAND SECURITY AND EMERGENCY MANAGEMENT

JOB TITLE: REGIONAL PLANNING COORDINATOR

GRANT FUNDED            

JOB SUMMARY:

Provides specific focus and professional expertise in the area of Emergency Management Planning and Training and Exercise.  Based in Fort Bend County this position is responsible for the oversight of trainings and exercises as well as provide planning support for Fort Bend County as well as the Houston Urban Area.  Participates in planning of programs, policies or objectives for own work group and department.

 

DUTIES & RESPONSIBILITIES:

Responsible for the collaboration and implementation of numerous local and regional training and exercise projects.  This will include the development, delivery, and processing of exercises ranging from workshops and tabletops, to full-scale exercises.  This also includes active participation on numerous regional collaboration committees.  Responsible for the oversight and completion of all documentation associated with trainings and exercises.  Examples include sign-in sheets, After Action Reports, Improvement Plans, etc.  Provides oversight and expertise in the development and coordination of the Emergency Operations Plans for Fort Bend County and the Houston Urban area, to mitigate, prepare, respond and recover from natural or man-made emergencies/disasters, including such activities as updating the Plans as required, conducting hazard/risk analysis, developing public education programs, preparing budget request, reviewing development plans, conducting analysis of OEM operations, and preparing reports/memos.  During times of Emergency Response and Recovery, may report to the local MACC (multi-agency coordination center), Houston Emergency Operations Center, or FBC Emergency Operation Center and serve as Liaison Officer, Logistics Chief, and Planning Chief or as a member of the Incident Command Staff during EOC activation.  Will provide expertise and coaching to other branch directors or EOC personnel as required.  Provides guidance and coordination with jurisdictions within County, as well as neighboring counties, state/local agencies, and County departments, on development and coordination of training and exercises, emergency operation plans, mutual aid agreements, and inter-local agreements, including such activities as serving on regional committees.  May head or serve on committees representing Houston Urban Area, HGAC, or Fort Bend County.  Will act as a subject matter expert in a variety of areas when necessary.  Oversight and maintenance of the Fort Bend County Multi-year Training and Exercise Plan.  Provides input on behalf of Fort Bend County to the Regional Multi-year Training and Exercise Plan.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

 

REQUIREMENTS:

Bachelor’s degree in Public Administration, Emergency Management, Emergency Response, or a directly related field and actual applied experience including any combination of the above is highly desirable; or ten years of applied experience in any combination of the above disciplines.  Professional experience may be considered in lieu of degree and applied at a rate of two years experience for every one year of college.  Master’s degree preferred.  Ten years job related experience; at least four years of public sector experience preferred.  Two years supervisory experience and project management experience required.  Fifteen years directly related experience, Planning experience, preferred.  Directly related experience in managing Homeland Security or Emergency Management grant funding and projects preferred.  Considerable knowledge of emergency operations management and direction.  Advanced training in ICS/NIMS or National Fire Service as is related to Emergency Management Response and Recovery.  Strong computer, management, supervisory, and organizational skills.  Strong interpersonal skills and ability to deal effectively with the public, other employees, and officials.  Ability to analyze and resolve problems and differences.  Ability to use good judgment in making quick decisions under pressure.  Must be able to speak and write effectively as well as present material clearly and concisely.  Prefer HSEEP certification.  Valid Drivers License.

 

SALARY RANGE: Professional/Management Grade 12, $2,197.60 - $2,586.40 biweekly, based on qualifications
