DEPARTMENT: HEALTH & HUMAN SERVICES

 JOB TITLE: DIRECTOR OF HEALTH & HUMAN SERVICES

 

JOB SUMMARY:

Provides executive leadership, management, and support for the County’s Health & Human Services Departments.  Manages resources to reflect Commissioners Court policies, procedures, and strategic plan.  Facilitates interactions between health and human services departments, other County departments, external agencies, and groups and constituents.

 

DUTIES & RESPONSIBILITIES:

Determines and formulates specific policies regarding public health services while maintaining compliance with federal, state, and local law.  Administers, interprets, and explains policies, rules, regulations, and laws to those departments providing public health services.  Plans, directs, and coordinates the operational activities of assigned departments with the assistance of subordinate managers.  Establishes and maintains understanding and cooperation with local organizations toward effective community health.  Formulates future direction of the organization through community needs assessments, goal setting, and strategic planning activities.  Devises public health outbreak, bioterrorism, and other emergency response plans through committees, workshops, and simulated drills.  Provides clinical and case management services for tuberculosis patients through the contracted Physician in conjunction with nursing staff.  Delivers speeches, writes articles, and presents information at meetings or seminars.  Attends professional conferences, conducts formal presentations, participates in community meetings, and shares public health information.  Prepares annual budget.  Directs and monitors expenditures of departmental budgets.  Approves selection of new employees, employee transfers/promotions, and disciplining/discharging.  Additional Duties and Responsiblities: Fort Bend County’s Health & Human Services Director serves as the County’s Health Authority.  Health Authorities are considered an officer of the state when performing duties to implement and enforce laws that protect the public’s health.  The County’s Health Authority has the following duties: Establishing, maintaining, and enforcing jurisdictional quarantine orders; Aiding local boards of health, local health departments in quarantine inspections, disease prevention and suppression efforts, birth and death statistics, and general sanitation issues within their jurisdictions; Reporting the presence of contagious, infectious, and dangerous epidemic diseases to local and state authorities; Aiding local jurisdictions and boards of health in carrying out public health required rules, ordinances, sanitation laws, quarantine rules, and required reporting of any vital statistics collected.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate County managers.

 

REQUIREMENTS:

Must be a competent physician with a reputable professional standing who is legally qualified to practice medicine in the State of Texas.  Must be a Texas resident.  Must have at least five years within the past ten years of progressive responsibility in administrative public health, including executive and management level supervision and public health leadership experience.  Must have demonstrated knowledge of public health principles, practices, methods, and trends as well as federal, state, county, and other local policies, laws, and regulations.  Thorough knowledge of principles and practices of public health services, structure, and functions of public health organizations, current social and economic problems pertaining to public health.  General knowledge of State and Federal laws pertaining to public health.  Ability to plan, supervise, and execute a local health program.  Ability to establish and maintain effective working relationships and coordinate activities among public, private, and professional groups.  Ability to express ideas clearly and concisely and address audiences effectively.  Ability to interact effectively with news media, and exercise balanced judgment in evaluating situations and making decisions.  Ability to develop visions, goals, and plans.  Ability to bring consensus on various problems, and issues to develop creative programs that increase efficiency and effectiveness.  Ability to conduct research and evaluations of programs and resources using recognized research and evaluation methodologies.  Ability to develop teams and work in a team environment.  Ability to successfully manage organizational change, to work in a diversified, multi-faceted organization.
