Mowing/Street Sweeping Inspector (Official Job Title: Compliance/Maintenance Specialist II):  This work is occasionally performed independently from direct supervision.  The primary job functions are inspections of contractual maintenance services, including but not limited to, street sweeping and roadside mowing to validate and document contractor services are in compliance with the performance standards as established in the contract.

Subject to Passing Substance Screening

This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five years.

Duties:

Inspects the work performed by vendor for quality and completeness based on schedules and performance standards of the contract

  • Prepares and maintains inspections documentation for daily inspection activities.
  • Documents and reports vendor performance utilizing a work management system and advises vendor of deficiencies in quality of work with recommendations for corrective actions.
  • Assists with verification that payment requests match work that has been satisfactorily completed in a billing period.
  • Monitors safety requirements; makes recommendations for corrective actions.
  • Develops and maintains excellent working relationships with vendors and internal/external customers.
  • Meets with customers and contractors to clarify and resolve work related challenges and requests.
  • Attends and participates in weekly/bi-weekly progress meetings with vendors.

Team participation in developing contract documents and maintenance of accurate asset inventories

  • Provides input and feedback on contract development initiatives.
  • Provides assistance in maintaining accurate asset inventory and mapping database.
  • Provides research and reporting activities for clarity, quality and thoroughness for limits of work operations.

Miscellaneous duties may include the following 

  • Perform a variety of grounds maintenance tasks.
  • Assist with field asset data collection initiatives.
  • Attend public meetings.
  • Team participation in process improvement initiatives.
  • Provide inspection backup support during the absence of co-workers.
  • Participates in emergency recovery events.

Minimum Qualifications:  A High School Diploma or its equivalent and three (3) or more years of experience in construction/maintenance or contracts applicable to construction trades or landscaping, or in a field providing technical/supervisory services to construction/maintenance and/or landscaping contractors.  Possession of a valid Driver's License required to perform the essential functions of the job.  College  or university level training in an appropriate field may be substituted on a year-for-year basis for the required construction/maintenance experience.  

Preferred Qualifications:  Three (3) or more years of experience in construction and/or maintenance related field and infrastructure and assist management or related fields.

Job Competencies:  Basic knowledge of the principles and practices of construction and/or maintenance of field type assets. Knowledge of tools, materials and machinery used in the trade. Ability to prepare records and reports and effectively communicate verbally and in writing. Ability to interact with public in a tactful and courteous manner and establish and maintain internal and external relationships. Good math skills including ability to use ratios, percents and fractions. Basic to intermediate technology skills including word processing, Internet searches, Excel, Work Management (Maximo), GIS, Email communication applications, wireless laptop and digital photography. Knowledge of safe field operations procedures. Familiar with the Manual of Uniform Traffic Control Devices (MUTCD), Florida Department of Transportation (FDOT) Design Standards and compliance references for the American with Disabilities Act (ADA).

 Work Hours:  Monday - Friday, 7:00 a.m. - 3:30 p.m.  

Physical Demands: Must occasionally lift and/or move more than 50 pounds.
