Job Title:

Talent Acquisition Specialist

Summary:

The Recruiting Specialist will assist with identifying, sourcing and attracting qualified candidates through a full-cycle recruitment process, to fill a wide range of positions to support Charlotte Water’s mission of providing drinking water and wastewater processing for the greater Charlotte area. 

Major Duties and Responsibilities:

  • Partner with hiring managers determining staffing needs & ensuring compliance with all federal / state laws & regulations
  • Prepare recruitment materials & post jobs to appropriate internal / external job board / colleges / etc.
  • Manage applicant activity in applicant tracking system by screening internal & external applications / submitting qualified candidates in line with position profile to hiring manager
  • Actively approaching / engaging / assessing passive candidates via innovative sourcing & recruiting best practice techniques:
    • social media
    • internal databases
    • job boards
    • internet searches
    • deep web
    • hiring manager
    • team networks
  • Develop & maintain professional relationships with college / university / community college placement offices as source generating qualified applicants
  • Gather & distribute key sourcing / hiring / market data helping educate leadership & hiring managers / drive recruiting strategy & enabling faster / smarter hiring decisions
  • Develop & actively run talent pipelines / viable talent pools external & internal for commonly recruited positions supporting / promoting diversity initiatives
  • Develop & conduct training for managers with goal of improving recruiting / hiring efficiencies / reducing turnover
  • Participate in development of annual recruiting budget & reconciliation of expenses
  • Deliver consistent / high quality candidate / customer experience through collaboration & integrity in all contact with candidates / hiring managers / HR colleagues
  • Schedule & attend job / career fairs with appropriate subject matter experts generating qualified applicants
  • Collaborate with City of Charlotte Human Resources Talent Acquisition Management (TAM) team & broader team of recruiters supporting City of Charlotte Departments
  • Assist with other Human Resource duties or special projects as assigned

Knowledge, Skills & Abilities:

  • Considerable knowledge & skill in recruiting industry
  • Significant knowledge of internet resources & partners impacting employment market
  • Ability to communicate & negotiate effectively orally / in writing

  • Strong understanding of Federal & State Labor laws / best practices

Preferred Qualifications:

  • Bachelor’s degree
  • Major course work in public or business administration / closely related field
  • Experience recruiting wide range of positions and/or Government recruiting
  • Human Resource Information System (HRIS) and/or Applicant Tracking System (ATS) experience
  • Microsoft Office proficiency
  • HRCI / SHRM / IPMA-HR credentials

Minimum Qualifications:

  • Associate's degree with three (3) years of relevant work experience; or a Bachelor's degree with one year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary:

  • $57,054 - $71,318; Commensurate with Experience
