POLICE LIEUTENANT

SUMMARY

Plans, directs, supervises, and coordinates the staff and activities of a division within a police department as directed by the Chief of Police or designee.

 

**This position is considered safety sensitive and is subject to random drug and alcohol testing.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The statements below are intended to describe the general nature and level of work being performed by individual(s) assigned to this position. The position description is subject to change by the city as the needs of the city and requirements of the position change.

  • Schedules shift assignments, vacations, and training activities for personnel in assigned unit
  • Conducts briefing sessions and staff meetings
  • Assists in the development, implementation, and review of department policies and procedures
  • Interprets new laws, ordinances, rules, regulations, policies, and procedures for subordinate officers
  • Responds to and attempts to resolve citizen complaints regarding law enforcement activities
  • Assists in the preparation and monitoring of unit's budget
  • Participates in the recruitment, testing, selection, and background investigation of staff
  • Coordinates work activities and investigations between shifts, bureaus, and other agencies
  • Conducts or directs the conduct of internal affairs investigations regarding possible officer misconduct.
  • Assumes command of police activities in event of emergency and at major crime and accident scenes
  • Supervises investigations, interviews, and interrogations in the field
  • Assists subordinates in performance of duties, personally conducting highly sensitive investigations or other police duties
  •  Assists in the preparation and monitoring of unit's budget.
  • May be required to take calls and work reports when required
  • Fills in as shift Commander when the Sergeant and Corporal are not available
  • Maintains the department's fleet, building and other equipment ensuring proper maintenance is done
  • Prepares, analyzes, and reviews reports, documents, and statistics
  • May be required to interview and train personnel; complete performance reviews
  • Responsible for reading and interpreting documents
  • Writes grammatically correct, accurate and timely reports and correspondence
  • Responsible for effectively communicating both orally and in writing before persons of all ranks and before internal and external customers, coworkers and other City staff
  • Must apply common sense understanding to carry out instructions furnished in writing, orally, or diagram form.
  • Able to solve problems with several concrete variables
  • Perform related duties as assigned and required

Supervisory Responsibilities

Manages assigned subordinate supervisors who supervise sworn and civilian employees in the Police Department. Is responsible for the overall direction, coordination, and evaluation of assigned  units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

EDUCATION, EXPERIENCE AND TRAINING (Certification/Licensure):

The preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below. The city reserves the right to allow substitutions in the event a candidate or incumbent exceeds requirements in one area but may be deficient in another.

Education and/or Experience

Preferred: Bachelor’s degree or equivalent from an accredited college or technical school; or 10 to 20 years related experience and/or training; or equivalent combination of education and experience.

Required:  Associates degree or equivalent from two-year college or technical school; or four to six years related experience and/or training; or equivalent combination of education and experience.

Required Certificates, Licenses, Registrations

Texas Class “C" Driver's License

Advance Peace Officer Certification from Texas Commission on Law Enforcement.

While performing the duties of this job, the employee is mostly in an office setting with occasional exposure to wet and/or humid conditions and outside weather conditions. The noise level in the work environment is usually moderate.
