JOB SUMMARY

Under general supervision, the HR Specialist provides human resources support, guidance and advice to management and employees relative to a specialized area of Human Resources.  Work involves coordinating and administering human resources management programs and ensuring compliance with applicable laws and regulations. 

ESSENTIAL FUNCTIONS

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

  1. Assist City departments, managers, employees and the public in the resolution of policy related, process related or procedural problems and/or inquires received about human resources functions and programs.
  2. Coordinates the planning, development and implementation of processes and procedures within the area of specialization.
  3. Gather and respond to various requests, inquiries and information from employees and managers; process a variety of reports; maintain and enter related Human Resources data into computer software systems.
  4. Maintain and monitor various Human Resources related actions originating within the department including transfers, new hires, terminations, approved leaves and salary changes; ensure compliance with applicable policies and procedures; related documents for process and tracking purposes.
  5. Follow up with City departments as necessary to ensure resolution of issues.
  6. Maintain confidential personnel records according to established rules and regulations.
  7. Plan, coordinate, and participate in career fairs, employee expos, retirement receptions, and other HR related events.
  8. Review all departmental forms and documents for compliance with city rules and regulations, completeness and accuracy.

MINIMUM REQUIREMENTS

  • High School Diploma or equivalent is required.
  • 60 hours of college in Human Resources, Business, Public Administration, or similar area of study and three (3) years commensurate human resources experience.
  • Additional education may be considered for in lieu of experience on a year for year basis.
  • Proficiency with Outlook, Word documents, Excel, Access, and Power Point is required. 
  • Must possess a valid Texas Driver’s License with an acceptable driving record.

     

PREFERRED QUALIFICATIONS

  • Experience using an applicant tracking system and HRIS system
  • Strong Microsoft Office skills, especially Word, PowerPoint, and Excel
