Under general supervision by the Assistant City Engineer or another Professional Engineer, using comprehensive and broad knowledge of engineering concepts, principles and practices, evaluate complex engineering support functions and provide guidance and leadership to others as needed in a variety of engineering functions including researching, reviewing, analyzing and providing information to other team members. Usually working without established procedures, perform a wide variety of nonstandard complex tasks in engineering principles and practices.

Essential Job Functions

Performs a full range of review, inspection and evaluation of construction projects, including street improvements (i.e., paving, curb and gutter, sidewalk, etc.), storm drains and boxes, underground utility systems including lift stations, water and sewer mains, taps, force mains, parks, grading and street lights and traffic signals. Performs detailed plan review and markups on civil construction plans, plats, site plans, temporary use permits, SWPPP booklets, erosion control plans, etc. Communicates verbally and in writing with developers, contractors, engineers, architects, etc.

Monitors water and sewer line construction. Inspects water and sewer ditch lines for proper backfill and compaction. Monitors pressure tests of new waterlines.

Inspects compaction of sub-base and base materials prior to street and curb construction. Schedules and conducts pre-construction conferences and coordinates construction meetings as required throughout the construction process. Maintains clear, concise and comprehensive records and reports related to inspection, enforcement and construction activities.

Compiles, analyzes, and evaluates findings of investigations and inspections. Conducts Final Walk-Throughs and Prepares punch lists to determine completion of various construction projects. Prepares investigation reports, enforcement letters, final acceptance letters, etc. Reviews contractors' pay estimates and ensures that all work and materials listed have been completed or used. Prepares and checks progress payments, reduction and releases of securities, Notices of Completion and minor engineering reports. Performs all aspects of Right of Way Management, including Utility Contractor Registration verification, ROW Permit application review, permit tracking, right of way improvement inspections, etc.

Inspects, monitors and investigates activities related to compliance with the National Pollutant Discharge Elimination System (NPDES) and the City of Rowlett Storm Water Program, and ensures compliance with regulations relative to stormwater runoff from construction sites. Enforces ordinances pertaining to permits, dust control, erosion control, grading and public improvements. Maintains logs, records, and record drawing (as-builts). Schedules and coordinates shutdowns of City facilities affected by connections of new facilities; ensures all facets of shutdown and connections comply with City Standards and Specifications and approved plans. Coordinates construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies and the general public; answers citizen complaints and requests for information.

Assists other engineering team members to create, update, and maintain numerous reference materials, standards, manuals, and brochures, which may also include forms, checklists, plats, board packets, reports, and/or other related information. Assist in the development of technical reports by performing research and gathering applicable and supporting data.

Stays abreast of City, State, and Federal codes, ordinances, and/or policies to ensure projects are in compliance. Responds to citizen and stakeholder inquiries and concerns. Gathers and analyzes data in order to respond or assist in responding to complaints from citizens and makes recommendations for solutions based on research findings. Follows safe working practices and has a working knowledge of safety practices and procedures. Performs administrative/office duties as required, including attending meetings, entering computer data, preparing reports and correspondence. Performs related duties and special projects as required and assigned. Responsible for regular attendance and arriving to work on time.

Minimum Requirements

High School Diploma or GED and a minimum of three (3) years of experience in municipal inspections, highway/utility construction or related field required. Vocational course-work in computer aided design, surveying, highway/utility construction or a related field and/or Associate degree preferred.

Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. Thorough knowledge of the rules, regulations, policies, and procedures of the methods, practices, and techniques used in constructing, maintaining, and repairing public works and utilities infrastructure located above and below ground; Thorough knowledge of construction methods, materials, and procedures; construction inspection procedures; laws and regulations concerning construction, design requirements, and land use; Knowledge of basic mathematics including algebra and geometry; Knowledge of record keeping and reporting principles, practices, and techniques.

Knowledge of occupational safety regulations, and safe work practices and procedures, including confined entry procedures. Skill in the use of automated engineering equipment, such as Auto CAD and GIS preferred. Ability to read, understand, and interpret codes, specifications, engineering maps and plans, construction drawings, as-built drawings, and blueprints to compare with progress of public works and utilities construction projects; Ability to closely observe construction work in progress and detect poor construction, inferior materials, and deviations from plans; prepare and issue legal documents; Ability to analyze complex issues and make critical decisions under time constraints;

Ability to work independently; organize and prioritize workload that changes on a constant basis; use initiative and independent judgment in making decisions and resolving conflicts; Ability to perform work in a highly accurate manner paying close attention to detail; Ability to understand and follow verbal and written instructions and directions; Ability to use tact and diplomacy when dealing with contractors who may be uncooperative and upset; Ability to deal constructively with conflict and develop effective resolutions; Ability to use computer and related software to develop written communications, spreadsheets, reports, memorandums, templates, and data analysis; Ability to establish and maintain effective working relations with those contacted in the course of work; Ability to prepare and maintain complete, accurate, and concise reports; Ability to use correct English, grammar, punctuation, and spelling; and communicate clearly and concisely, both verbally and in writing.

Other Requirements

Valid Class "C" driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Must have valid Class C Water Distribution Operator License or have the ability to obtain within six (6) months of employment. Must have valid Class II Wastewater Collection Operator License or have the ability to obtain within 6 months of employment.

May be required to work evenings and weekends as necessary to perform inspection functions.
