The City of Hurst is nestled in the heart of the Dallas Fort Worth Metroplex.  Hurst is right in the center of it all just minutes from downtown Dallas and Fort Worth with easy access to DFW airport.  Named an all American city by our local CBS affiliate, our city is just that enjoying superior services with high citizen ratings for infrastructure, parks, facilities, programs and customer service.  The City is governed by a City Council comprised of a Mayor and six Council Members.


The City Council appoints a City Manager to run the day-to-day operations of the City. The City Manager appoints a number of key individuals to manage various operations of the City including the Executive Director of Planning & Community Development who supervises the Building Official.  

The Planning & Community Development department is inviting a strong leader to join the team as the Building Official. The Building Official leads and develops three teams and budgets, building inspections and multi-family inspections as well as a combined team of administrative and customer service staff. The Building Official is operationally responsible for the courteous, timely, and accurate enforcement of building codes and zoning ordinances, permit issuance, and plan reviews. In conjunction with the Executive Director of Planning and Community Development, this role serves as a staff liaison to the citizens serving on the Zoning Board of Adjustment and the Code Appeals and Advisory Board. The Building Official collaborates regularly with the City’s engineering division, public works services, Fire department, and Police department.

The Building Official role requires a bachelor’s degree in engineering, construction management, architecture or a related field and a minimum of seven years of experience in municipal operations with four years of supervisory experience; or a combination of experience, education, and certifications. Additionally, the role requires a strong technical background. The following certifications are required:

State of Texas Licensed Plumbing Inspector

ICC Certified Building Inspector (within 6 months of employment)

ICC Certified Electrical Inspector (within 6 months of employment)

ICC Certified Plumbing Inspector (within 6 months of employment)

ICC Certified Plans Examiner (within 6 months of employment)

TFMA Certificed Flood Plain Manager or ability to obtain within one year of employment.

State of Texas Driver’s License with a good driving record.

Certification as a Building Official through ICC is preferred.

Key job functions:

1. Leads and develops the building inspections and multi-family services team under the guidance of the City’s core values, the Code of Ideals. This includes selecting, staffing, organizing, training, and appropriately aligning duties for team members.

2. Strategically analyzes city codes and ordinances for necessary amendments or updates for consideration by City Council and in alignment with departmental goals and Council Strategic Priorities.

3. Develops, regularly assesses, and communicates the standards of procedures for residential and commercial construction in alignment with The Hurst Way.

4. Acts as the primary liaison for the Zoning Board of Adjustment and Code Appeals and Advisory Board. Prepares meeting agenda materials, communicates with board members, and coordinates materials for cases.

5. Provides education on city regulations and codes to building development stakeholders, engineers, architects, and builders.

6. Oversees the multi-family and residential rental inspection programs.
