Under general direction of the City Traffic Engineer, the Traffic Systems Division Manager plans, supervises, manages, and operates a comprehensive, City-wide traffic signal system, traffic signs, and pavement marking maintenance and operations program. 

 

 Principal Duties:
  1. Supervise traffic signs, pavement markings and traffic signal maintenance activities; monitor use of equipment and personnel; establish, update, and implement divisional policies and procedures; monitor maintenance and repair activities through review of computer reports; Inventory, requisition and maintain supplies and contractor services as needed; assist in development/implantation of the Traffic System Master Plan.
  2. Supervise, motivate and evaluate assigned staff; work with employees to correct deficiencies; identify and resolve employee concerns and/or problems, direct work; complete employee performance evaluations; and make hiring, terminating and disciplinary decisions or recommendations.
  3. Develop and implement a strategic business plan with long and short term goals for the division with annual work plan for signs, pavement markings and traffic signals.
  4. Maintain, monitor and assist in developing current and future ITS infrastructure including the traffic control system and an array of data bases. Coordinate and manage Internet Protocol-IP addresses for all equipment associated with each signalized intersection.
  5. Conduct studies, manage consultants, prepare comprehensive reports and determine cost effective ways for repairing and maintaining traffic signs, pavement markings and traffic signals.
  6. Maintain a working knowledge of TACTICS (or other central system used to manage the City's traffic signals), Traffic Control Center software including but not limited to, Ocularis, OnSSI, signal performance measures, Velocity, etc.
  7. Review/monitor division work methods in efforts to improve productivity; allow for flexibility in work activities by developing contingency plans for emergency situations and anticipating variations in work flow.
  8. Prepare and/or complete various forms, reports, correspondence, schedules, work orders, work estimates, maintenance reports, purchase orders, specifications, performance appraisals and other documents.
  9. Responsible for the fiscal aspects of assigned division, including budget development, administration and monitoring expenditures.
  10. Review plans and studies that impact the Traffic Divisions; and serve as the point of contact regarding plans and studies comments, as assigned and/or as directed.
  11. Communicate with supervisor, co-workers, employees, other divisions, other departments, City officials, vendors, service providers, customers, the public and other individuals, as needed, to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  12. Perform other duties as assigned.

 

 Qualifications:
Required:  
Bachelor's Degree in a field related to area of assignment such as civil engineering, business, or public administration, or a Vocational/Technical degree with training emphasis in traffic maintenance and construction; and five (5) years previous experience and/or training that includes traffic signs, roadway markings and traffic signal maintenance and repairs, and supervision; or an equivalent combination of education and experience. Experience working with personal computers and database management software. Experience using and knowledge of the MUTCD and Standard Highway Sign Designs for Texas. Ability to read, comprehend, and analyze blue prints and schematics. Available for emergency response.
 
Preferred: 
Experience in municipal government. Knowledge of traffic management technology and transportation systems. Management or supervisory experience. Demonstrated public speaking abilities.
