GENERAL PURPOSE:   Under the general direction of the Building Official, inspects structures, installations and systems at residential, commercial and industrial buildings and sites, in all stages of construction, alteration, and repair to assure compliance with applicable state and local regulations and codes as adopted by the City of New Braunfels.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Inspects structures, installations and systems at residential, commercial and industrial building projects constructed, altered, repaired or demolished to assure compliance with applicable codes, ordinances and regulations.
  • Provides excellent customer service; answers questions and concerns related to building, electrical, mechanical, plumbing and safety codes and requirements; consults with contractors and homeowners concerning deficiencies with technical requirements.
  • Reviews plans and specifications to gain familiarity with the projects prior to inspection.
  • Performs field inspections to examine and evaluate the building, electrical, mechanical and plumbing work performed and materials used; verifies quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations.
  • Documents deficiencies and deviations from approved plans; generates electronic inspection reports utilizing a computer.
  • Maintains, updates and assures the accuracy of inspection records, project documentation and project files, both electronic and in paper form; performs routine duties such as typing, filing, and record keeping.
  • Responds to requests for information; provides technical information to City staff as authorized; provides assistance to the public within scope of authority.
  • Performs other duties as assigned or required.

 

MINIMUM QUALIFICATIONS:

 

Education and Experience:

High school diploma or GED equivalent; AND five (5) years journeyman/foreman-level building, electrical, mechanical or plumbing installation experience in general construction, with experience in multiple areas preferred; OR an equivalent combination of education and experience.

 

 

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.
  • International Code Council (ICC) certified as a “Combination Residential Inspector,” consisting of four (4) certifications: Residential Building Inspector – B1, Residential Electrical Inspector – E1, Residential Mechanical Inspector – M1, and Residential Plumbing Inspector – P1 preferred; or ability to obtain at least one of these certifications within twelve (12) months. 
  • Current Texas Plumbing Inspectors license, or ability to obtain within eighteen (18) months of date of hire.  If not currently licensed, must complete training to qualify to take the Texas Plumbing Inspectors examination within six (6) months of hire date.

     

    Required Knowledge of:

  • City organization, operations, policies and procedures.
  • Federal, state and local building, housing and safety codes and regulations.
  • Methods, procedures and techniques for evaluating technical compliance.
  • Other government regulatory agencies and specialized sources of building safety information.
  • Principles and practices of the construction industry and building trades.
  • Occupational hazards and safety precautions.

     

    Required Skill in:

  • Checking details, estimates, plans, and specifications of projects and comparing them with engineering drawings, plans, maps and specifications.
  • Detecting deviations from plans, regulations, and standard construction practices.
  • Establishing and maintaining cooperative working relationships with employees, officials, construction professionals, other agencies and the general public.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Organizing and managing technical records, both electronic and written.
  • Operating a personal computer utilizing a variety of business software including but not limited to word processing, work order databases and electronic file management.
  • Effective communication, both verbal and written.

     

    Physical Demands / Work Environment: 

  • Work is performed indoors in an office environment and indoors and outdoors at construction sites in all weather conditions; involves sitting, standing, bending and walking over uneven terrain and normal construction site conditions for extended periods of time; safely climbing a ladder; and safely lifting and carrying objects up to fifty (50) pounds.
  •  Must be able to work evenings, weekdays, weekends, and holidays on any assigned shift. May be required to work immediately before, during or immediately after an emergency or disaster.

Starting minimum salary range is $19.70 - $23.64 per hour based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
