Summary

Under moderate supervision this position performs a professional level of data and financial analysis and reporting.

Essential Functions

Duties and functions, pursuant to the Americans with Disabilities Act, may include the following (but not limited to):

  • Collects, monitors, analyzes and reports District sales tax compliance and revenue. Determines and initiates appropriate action with the State’s Comptroller’s office to collect taxes.
  • Performs research and statistical analysis to develop and establish calculations for performance measures. Calculates, monitors, reviews, analyzes, and interprets performance measure data.  Publishes periodic reports detailing performance measure data and analysis along with comparisons to established goals and objectives.
  • Assists with the development of the District’s operating and capital budgets which includes forecasting, current year estimates and creating budget structures for new programs.
  • Conducts project and activity specific financial analysis by monitoring, reviewing and analyzing current and historical financial information for trends and variances. Maintains financial data and records.
  • Conducts project and activity specific data analysis. Prepares, updates and maintains monthly reports, spreadsheets and databases. Maintains financial data and records.
  • Develops and maintains complex spreadsheets and/or databases to conduct comprehensive financial and technical analysis.
  • Monitors revenue and expenditure activity, identifies and solve potential or existing problems.
  • Publishes financial reports by preparing periodic internal and external financial documents, supporting schedules and financial reports. Researches, compiles, monitors and summarizes financial information and data.
  • Assists in developing strategic and financial plans.
  • Supports the development and implementation of departmental financial policies, procedures and strategies.
  • Other duties as assigned.

Supervisory Responsibility

May lead project or program-based activity with small groups of employee by giving guidance or making assignments. 

Knowledge, Skills, Abilities

Must possess following required KSAs and experience and be able to explain, demonstrate, with or without reasonable accommodation, that essential functions of the job can be performed.

  • Knowledge of statistical analysis.
  • Knowledge of basic governmental functions and organizations.
  • Knowledge of budget planning, development, preparation, and monitoring.
  • Knowledge of applicable state and federal laws and regulations and reporting requirements.
  • Knowledge of internal control systems.
  • Knowledge of financial reporting and preparation process of complex financial statements and reports in conformity with generally accepted accounting principles (GAAP).
  • Knowledge of Microsoft Office Suite (including Word, Excel, Outlook, Access and Power Point).
  • Knowledge of manual and automated financial systems.
  • Skill in problem-solving, decision-making and strategic thinking.
  • Skill in developing complex financial spreadsheets/databases and financial trend analysis.
  • Skill in reconciling accounting records and reports.
  • Skill in effective verbal and written communication and presenting complete and accurate reports and presentations.
  • Skill in analyzing, consolidating and interpreting financial reports and records.
  • Ability to work under limited direction with extensive latitude for the use of initiative and judgment.
  • Ability to analyze, calculate, forecast, and interpret financial data and identify and correct errors.
  • Ability to establish and maintain good working relationships with other employees and the public.
  • Ability to analyze, monitor and manage cost allocation and general ledger accounting.
  • Ability to handle multiple assignments and prioritize workloads for greatest efficiency.
  • Ability to work within established deadlines and ability to prepare accurate reports.
  • Ability to build database structures in order to analyze and present data in clear and concise manner.

Physical Demands

This job operates in an office setting.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  This is largely a sedentary role; however, some filing may be required.  Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; corrected hearing and vision to normal range; verbal communication.  This would require the ability to lift files and objects generally 25 pounds or less, open filing cabinets and bend or stand as necessary.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and scanner/fax machines.   

Hours of Work

This is a full-time position of a minimum 40-hour week.  Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m.  Evening and weekend work may be required as job duties demand.

Travel

No regular travel is required.  Periodic travel for training or conference attendance may be necessary.

Required Education, Knowledge and Experience

  1. Bachelor’s degree in Finance, Accounting or a directly related field AND two (2) years of increasing responsible professional level financial analysis or budgeting experience. 
  2. An equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job, may be substituted for evaluation at the discretion of the District.

Preferred Education, Knowledge and Experience

  1. Master’s degree in Finance, Accounting or a directly related field.
  2. Five (5) years of increasing responsible professional level financial analysis or budgeting experience.  Graduate degree preferred
  3. Preferred one (1) year leadership experience of team, project, or program.

Required Licenses and Certifications

Possess a valid State of Texas driver’s license.

Compensation:  Starting Hourly Rate: $24.57 – $29.44   DOQ/E
