DEPARTMENT: INFORMATION TECHNOLOGY

JOB TITLE: PROGRAMMER ANALYST

 

JOB SUMMARY:
Develops and maintains multi-platform applications based upon customer business requirements.  Participates in planning of programs, policies or objectives for own work group and department.

 

DUTIES & RESPONSIBILITIES:

Designs, develops, and modifies new computer applications as assigned.  Participates in certain aspects of customer consulting, systems analysis, and general systems design.  Creates new programs, maintains, and modifies existing programs, and resolves customer problems as assigned.  Utilizes a variety of platforms and utilities in order to deliver applications including supporting external vendor applications.  Supports multiple computer applications, acts as primary contact for customer application questions, problems, and requests for change.  Provides backup support for multiple applications and is responsible for all problem resolution and/or modifications when primary support person is unavailable.  Analyzes and resolves complex application support problems.  Recreates problems to identify areas of concern and plans the full range of actions necessary to formulate a solution.  Resolves the problem either programmatically or by talking the customer through a viable process change, whichever is appropriate, to accomplish the desired results.  Develops custom interface solutions to provide extracted data and electronic data interchange between local and/or external entities.  Develops custom reports, as required, to provide necessary reports not provided by baseline vendor applications.  Utilize vendor development/ reporting environment or department standardized reporting tool.  Creates and maintains program documentation, customer documentation, and online help for supported applications.  Ensures that department standards and data integrity are maintained during application development, implementation, modification, or problem resolution.  Tests applications and recommends and/or implements modifications as applicable.  Assists team members as necessary during application development, implementation, modification, or problem resolution.  Researches and maintains knowledge in emerging technologies, applicable to the organization environment.  Participates in developing component and data architecture design, performance monitoring standards and product evaluations.  Participates in training of customers and IT personnel for new and revised applications, or other software as needed.  Provides demos of supported systems and/or other software for customers and IT personnel.  Prepares reports and project charts as required for activities, meetings, projects in progress and/or completed.  Participates in evaluating the effectiveness of proposed vendor software products.  On-call 24/7 for all supported applications.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.


REQUIREMENTS:

Bachelor’s degree in computer science, information systems or related field preferred.  (High School/GED and four years of relevant professional computer programming experience in addition to the required 2 years experience may be substituted for the Bachelor’s degree).  Two years of .Net experience especially in areas of Visual Studio, TFS, T-SQL, ASP.NET, MVC, Web API, JQuery, HTML, LINQ, and Bootstrap.  Thorough knowledge of programming and development standards and procedures as well as programming architectures.  Knowledge of state-of-the-art programming languages and object-oriented approaches to designing, coding, testing and debugging programs.  Ability to design, debug and maintain complex code, modules or applications.  Ability to complete work within specified project time schedules.  Excellent interpersonal skills and the ability to deal effectively with the public, other employees, employees in other departments, and elected officials.  Good verbal communication, written communication and organization skills required.

 

SALARY RANGE: Professional/Management, Grade 12, $2,197.60 - $ 2,586.40 biweekly based on qualifications
