Network Support Specialist

Summary: On call 24 hours per day to restore network service in the event of a network failure. Installs, configures and connects systems to the City network. Installs and configures operating system and application software. Provides level 3 support on both networked hardware and assigned applications. Maintains most enterprise level communication, security and utility/monitoring such as email, VoIP, remote access, internet, network monitoring, web monitoring etc.

Essential duties and responsibilities may include, but are not limited to, the following:


• Applies knowledge of hardware and software systems to develop and test computer programs to accomplish Department Director's objectives.
• Consults with user on development and implementations of new computer systems, arriving at workable hardware and software configurations.
• Maintains and administers assigned enterprise level communication and monitoring systems.
• Maintains and administers phone systems (analog, digital and VOIP).
• Installs and configures a broad variety of networking, monitoring and communication hardware and applications.
• Assists users with any network or computer-related questions or problems on a 24-hour per day basis.
• Proactively monitors and tests all assigned systems and applications and brings issues to the Department Director, Infrastructure Supervisor and/or System Administrator as soon as they are found.
• Assists the Infrastructure Supervisor to maintain appropriate network backup and security.
• Must have and maintain a cell phone for City use to hold this position.
• Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

 

Minimum Qualifications:

Education, Training and Experience Guidelines: High School Diploma or GED required. A.A. or B.S. degree in Computer Science or related discipline is preferred. Work experience and technical training courses may be substituted if the discipline, work habits, and maturity normally acquired through college study are present. A minimum of six months experience as a network support specialist.


Knowledge of:
• Network system access protocols, and security guidelines and procedures.
• Troubleshooting techniques for network systems and software applications.
• Principles and practices of technology management, network support, and systems integration in a public sector environment.


Skill in:
• Analyzing network system issues, and developing methods for resolution of operational issues.
• Solving technical problems involving integrated operating systems and hardware platforms.
• Working independently in a technical environment with interlinked and changing priorities.
• Communicating effectively verbally and in writing.

License and certification requirements: A valid Texas State Driver's License is required. Microsoft Certified Solutions Expert (MCSE) and Comp-TIA A+ certifications are preferred.

Physical demands and working environment: Work is performed in a standard office environment; full manual dexterity and visual acuity are required to work in confined spaces and use precision tools and equipment; requires vision capacity to perform fine calibrations and differentiate between colored wires. Must be able to work with minimal supervision.
