Description | FORT BEND COUNTYDEPARTMENT: INFORMATION TECHNOLOGYJOB TITLE: IT PROGRAM/PROJECT MANAGER
JOB SUMMARY: Manage the work group that coordinates special programs and projects that involve Information Technology. Provide high-level management visibility to the many programs and projects involving the IT Department. As programs and projects are implemented, work direct with Elected Officials and Department Heads to assure that the users are trained properly and using the technology to provide optimum benefit. Continually monitor IT solutions throughout the County looking for innovation opportunities. Manage the Administrative functions of the overall IT department including yearly budget preparation and tracking throughout the budget cycle. Participates in planning of programs, projects and policies or objectives/requirements through involvement directly with user groups and with governance teams.
DUTIES & RESPONSIBILITIES: Directs large-scale, complex projects that may involve multiple internal and external stakeholders. Defines project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Defines, creates and executes project plans for project, portfolio, and product prioritization and implementation. Evaluates trade-offs between project size and complexity, cost, urgency, risk, and stakeholder value. Analyzes the needs of client departments and IT by evaluating their functions, current practices and procedures, goals and information needs, determines and recommends specific solutions, and ensures the development and implementation of the solutions in a timely, cost-effective manner. Creates risk mitigation strategies to anticipate, assess and resolve project risks as they are encountered. Ensures all projects adhere to project methodology compliance standards. Prepares project status reports and presents project performance updates to relevant business stakeholders. Defines and tracks project milestones while developing, maintaining, and reporting on an overall integrated delivery plan. Ensures all projects meet success parameters and ROI targets stated in business case. Oversees the financial operations and reporting of the IT Department including preparation and monitoring of the IT Department budget, payroll/human resources, grant management and business planning. On-call 24/7 for IT support issues as required. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
REQUIREMENTS: Bachelor’s degree in computer science, information systems or related field preferred. (High School/GED and four years of relevant professional experience in addition to seven years required experience may be substituted for the Bachelor’s degree.) Seven years of job related experience, including five years of management experience. Prefer Project Management Professional certification. Experience working on project and portfolio management tools is preferred. Experience and overall working knowledge of IT Infrastructure is a definite plus. Excellent project management and team leadership skills. Excellent facilitation, collaboration, negotiation and presentation skills. Ability to anticipate risks and devise solutions. Strong multi-platform system technical skills. Strong analytical and system design skills. Strong background in technical support and project/operations management. Exceptional supervisory and organizational skills, verbal and written communications skills with interpersonal skills and ability to deal effectively with the public, vendors, other employees, and elected officials. Understanding of software development lifecycles (i.e. Agile, SCRUM, Waterfall, Iterative). In depth understanding of project management concepts.
SALARY RANGE: Professional/Management Grade 15, Commensurate with experience CLOSING DATE: Upon filling position
