Description | Under limited supervision, manages the operations of the Community Permitting & Licensing Division. The manager guides the innovation and suitability of the department through the guidance of the director. Essential Job Functions: •Identifies opportunities to improve or implement new business processes and innovative best practices within the Community Development Department. •Serves as project lead requiring end-to-end oversite; coordinates the planning, design, and execution of innovative solutions; gathers and defines system requirements, obtains technical requirements, and creates and tracks project deadlines and milestones. •Monitors key performance indicators and success metrics; presents data-driven findings and recommendations to the director on project goals and objectives. •Hires, trains, assigns, schedules, directs, supervises, and evaluates division personnel. •Manages the day-to-day activities of the Permitting and Licensing Division within the Community Development Department. •Reviews and approves time records of employees. •Prepares and monitors the annual division budget. •Coordinates and attends regular meetings, workshops, and sessions to understand the needs of stakeholders and develop creative solutions to address them. •Educates the public on low impact development and LEED (Leadership in Energy and Environmental Design) Certification Opportunities for the purposes of sustainability. •Conducts research and analyzes trends in local government to forecast future changes in practices, processes, and programs within Community Development; • Monitors grant opportunities (i.e., local, state, federal, private) for the Community Development Department. •Ensures that plan submittals are processed and distributed in a timely fashion. •Develops and implements processes for Permits, Licensing, Click-to-Gov, and Land Management. •Provides customer service for the general public, answering questions, problem solving, and providing conflict resolution in person and over the phone. •Coordinates with the Planning & Development Division on development of property as needed. •Attends meetings with city management and area developers, builders, and contractors when needed. •Oversees and maintains current software systems. •Performs other duties as assigned. Minimum Education and Experience: Requires a Bachelor's Degree in a course of study related to the occupational field, supplemented by three to five years of related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Possession of or ability to readily obtain a valid Driver's License issued by the State of Oklahoma for the type of vehicle or equipment operated. |
