Description

General Statement:

Accurately maintains and updates Municipal Court records and provides supporting administrative services to the Court. Carries out responsibilities with a minimum of direct supervision in accordance with established departmental, City, County and State policies and procedures. Exercises high levels of independent judgment, discretion, and initiative. Applies professional knowledge and expertise to solve complex problems; frequently interfaces with the general public, department personnel and management, and state, federal, and local government representatives. 

 

Provides clerical assistance necessary to process various criminal, and city ordinance complaints, receives payments from the general public. Responds to inquiries about state statutes, procedures, and city ordinances.                                                                                            

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintains professionalism to the public when representing the court, either in person, on the telephone, when processing mail correspondence, and/or processing email correspondence.
  • Maintains professionalism with all the members of the Municipal Court team all members of Team Kyle working directly and/or indirectly with the Court Department.
  • Processes traffic and parking citations; issues court process as directed by the Court Administrator.
  • Maintains accurate court records including the court docket, minutes of the court, appropriate records to show the amount of fines and fees collected in each case; authenticates official court documents by affixing the Court Seal; and files violator's documents, which may be needed in hearing cases against those violators.
  • Obtains copies of written formal complaints submitted to the Court, Orders of the Court, pleas, and notifications.
  • Collects and records fines, fees, and charges as required; accepts appearance bonds from persons charged with offenses in the Municipal Court or from persons who are of legal representation and the Attorney of Record for the Defendant.
  • Accepts bonds: cash, surety, personal recognizance, from persons charged with offenses in the Municipal Court or from persons who are of legal representation and the Attorney of Record for the Defendant.
  • Shall attend out-of-town annual Municipal Court Clerk Training offered by Texas Municipal Court Education Center and any on-going training as required.
  • Self-reviews daily for accuracy
  • Performs other duties as assigned.

Community Relations

  • Maintains desired working relationship with the Police Department, Finance Department, Court personnel, and all members of Team Kyle.
  • Provides support to all City department programs and/or activities as needed.
  • Actively participates in creating and providing desired service levels to the citizens of Kyle and non-citizens outside the City of Kyle.

QUAILIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS:  

       High school diploma or equivalent.        A minimum of two years' experience as a Municipal Court Clerk or equivalent experience in related positions comparable to clerical work, preferably within the legal profession or law enforcement.

  • Must possess a valid Texas Driver's License with an acceptable driving record.

  REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of Windows operating systems and Microsoft Office applications.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in organizing and planning work assignments.
  • Ability to read and comprehend instructions, legal correspondence, and memorandums.
  • Ability to write correspondence.
  • Ability to effectively present information in one-on-one situations to customers and employees as needed. Bi-lingual capabilities preferred.
  • Ability to add and subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to apply best practices carrying out work responsibilities without the need for detailed written or oral instructions.
  • Ability to deal with and resolve problems in work situations.
  • Ability to communicate effectively with diverse groups of individuals, including irate customers, utilizing tact and diplomacy.
  • Ability to exercise discretion in confidential matters of the Court. 

PHYSICAL DEMANDS:

While performing duties of this job, the employee is regularly required to sit; use hands and fingers; reach with hands and arms; talk or hear; and taste or smell.  The employee frequently is required to walk and stoop, kneel, crouch, or crawl. The employee is occasionally required to stand, sit, and climb and balance.  The employee must regularly lift and/or move up to 30 pounds.  Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

The noise level in the work environment is usually loud.
