Description | The City of Webster seeks a collaborative, results-driven, and experienced municipal government leader to serve as its Assistant City Manager. The selected individual must be passionate about public service, enthusiastic about being a part of our growing, dynamic community, and dedicated to helping the City achieve its vision. The ideal candidate will unite the organization by fostering teamwork, a shared sense of purpose and inspiring others by example. The Assistant City Manager will report directly to the City Manager and will be a key member of the City’s leadership team. The primary goal of the ACM will be to provide support to the City Manager and all City Departments, ensure the effectiveness of all City programs and services, identify best practices in other municipalities, and enhance the delivery of City services.
Minimum Qualifications: This position requires a Bachelor’s Degree in Business Administration, Public Administration, Management, Leadership, or a related field. A Master’s Degree is preferred. Eligible candidates will have ten or more years of progressively responsible municipal government experience, including five years of experience at a department head level or higher. Experience as a City Manager or Assistant City Manager is preferred. ICMA Credentialed Manager or Certified Public Manager designation is a plus.
Skills, Knowledge and Abilities: Performs highly responsible administrative and professional work assisting the City Manager in administering all aspects of the internal and external business of the City; Assists in the development of policy recommendations; Develops and manages special staff programs; Performs administrative tasks on behalf of the City Manager; Represents the City on behalf of the City Manager in various capacities as needed or as directed by the City Manager; Provides direction and oversight to certain City departments as assigned by the City Manager; Serves as project manager for City projects as assigned by the City Manager; Advises and provides support to directors, supervisors, and staff on matters related to City operations and policies; Work is performed under the general direction of the City Manager who reviews work through conferences and reports. The Assistant City Manager is responsible for determining work procedures and making organizational-wide decisions as necessary subject to the review and oversight of the City Manager. The chosen candidate will have excellent interpersonal skills, demonstrate professionalism, and promote innovation and creativity at all levels of the organization. The Assistant City Manager will promote teamwork, clearly articulate expectations and delegate responsibility to empower the City’s management team. The successful candidate will be an open-minded consensus builder who can forge partnerships both internally and externally in support of the City’s goals.
