JOB SUMMARY:

Under the administrative direction of the Finance Director.  Provides assistance in the coordination and completion of the financial activities of the City, including: accounting, accounts receivable, accounts payable, payroll, and cash collection. Other related duties relative to area of assignment.                 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Duties may include, but are not limited to:

  1. Manages and maintain the City’s depository accounts and/or other assigned bank accounts:  Reconciles and monitors account balances and determines availability of funds.  Maintains bank account files; researches and resolves account issues.
  2. Coordinates and conducts accounting duties in the areas of capital assets, general ledger account reconciliations, inventory, capital projects, accounts payable, grants, payroll, and accounts receivable.
  3. Calculates, prepares, adjusts, and posts journal entries, processes cash receipts for area of responsibility, and prepares related spreadsheets.
  4. Facilitates and reconciles the interface of accounting data from individual City department applications to the Financial/Accounting system.
  5. Assists City departments and personnel with budget and accounting related issues and inquiries; provides accounting guidance to support staff as required.
  6. Coordinates and reconciles the City’s merchant services accounts.
  7. Assist as needed in the annual external audit, Consolidated Annual Finance Report preparation and other external audits, as needed.
  8. Obtain a sound knowledge of all accounting software applications and be able to generate standard and custom reports from the system.
  9. Assists in recording, reconciling, analyzing, and reporting all financial activity related to tax abatements, 380 agreements, public improvement districts, and tax increment reinvestment zones.
  10. Assists in preparing the proposed and adopted budgets, CAFR, and long-term plan.
  11. Performs a variety of delegated research tasks and projects, document findings, prepares reports, graphs, charts, and other illustrative materials as required.
  12. Interacts with various governmental agencies in order to obtain financial, legislative and statistical information.
  13. Performs related special task work as directed by Finance Director.
  14. Continually review accounting controls and processes, suggest improvements and help implement changes to accounting department systems and processes.
  15. Maintain strict confidentiality of all accounting, payroll, benefit and other sensitive information.
  16. Convey a positive professional image by action, communication and appearance.
  17. Regular, reliable and punctual attendance is an essential function of the job.
  18. Contribute to team effort by performing other duties as assigned.
  19. Additional duties include supporting all areas of the Finance Department as needed, and on occasion, outside departments.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:

  • Bachelor’s degree in accounting or finance, preferred.
  • Two (2) to Four (4) years accounting experience, preferable in a governmental environment with extensive spreadsheet knowledge is required.
  •  A minimum of one year governmental operation experience with proven skills in accounting and financial management.
  • CGFO certification preferred.
  • Possess and maintain a valid Texas Class C driver’s license with satisfactory driving record, as defined by City policy.
  • Proof of citizenship and/or eligibility to work legally in the United States.

EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS:

KNOWLEDGE IN THE FOLLOWING PREFERRED:

  • Advanced knowledge of and ability to appropriately apply accounting theory and techniques
  • Generally Accepted Accounting Principles (GAAP) statements, and Government Accounting Standards Board (GASB) statements. 
  • Knowledge of property tax procedures, requirements, and statues.
  • Knowledge of state and local tax laws.
  • Proficient knowledge of recording, reconciling, and reporting all financial activities related to tax abatements, 380 agreements, public improvement districts, and tax increment reinvestment zones.
  • Advanced knowledge of municipal operations, organizational structure, and legal and political environment of local government.
  • Advanced knowledge of tackling and maintaining capital project expenditures and records.
  • Advanced knowledge of Microsoft Office software (primarily Excel, Word and Outlook), and Adobe Pro.
  • STW software knowledge preferred.
  • Proper cash handling procedures.
  • Advanced mathematical calculation skills.

  • Communicate effectively with diverse groups of individuals, orally and in writing, utilizing tact and diplomacy. 
  • Must discern and observe needs of public.
  • Be self-motivated & demonstrate a willingness to perform duties in a team environment with the ability to establish and maintain good relationships with supervisors and personnel.
  • Must possess mental acuity for attention to accuracy and detail.
  • Must be able to handle stressful situations, problem solve, and provide solutions.
  • Must have the ability to research, analyze, and prepare statistical statements and reports accurately.
  • Prefer ability to converse bilingually in English/Spanish languages.
  • Accurately count cash and coin, make correct change; record transactions and keep accurate records.
  • Proficiently use general office machines, such as computer, calculator, copier, scanner and fax machine.
  • Proficiently use computers and Microsoft office applications and Adobe Pro; learn and proficiently utilize computer applications including STW, Encode court software.
  • Effectively respond to a stressful or high-pressure environment; establish and meet strict deadlines, have a comprehensive ability to disseminate information quickly, perform multiple tasks under pressure; and work with frequent interruptions, short deadlines, and changes in priorities.
  • Apply appropriate laws, policy or procedures dependent on circumstances.  Retain knowledge of historical laws and procedures.
  • Must be able to sit or stand for long periods answering phones, assisting defendants, performing computer work, filing, copying, scanning, and other administrative work.
  • Must possess a manual dexterity to operate computer, office machines, perform filing or other office functions; and reach with hands or arms.
  • Must be able to move about office, bend or stoop, retrieve files, lift books or other materials, use stepstools and stepladders to store and retrieve items of various sizes, shapes and forms weighing up to 30 pounds.
  • Must see in the normal visual range with or without correction, hear in the normal audio range with or without correction.
  • Work is confined mainly to an office setting.
  • Hours will be limited to 1,000 hours per year.
