SUMMARY OF POSITION
Under the direction of the Director of Engineering, perform complex and professional engineering duties in the management, planning, programming, design, coordination, supervision and direction of Transportation Engineering projects.  This position also provides technical assistance necessary for the operation and maintenance of the City's traffic signal and street lighting systems; In addition, this position provides administrative guidance to assigned staff, assists in the development and presentation of long and short term strategic plans to meet organizational goals, and serves as a member of the Engineering Department's Leadership Team.  Performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Work is characterized by management, administrative, and supervisory responsibilities for the organization, including directing and evaluating the operation of the Transportation Engineering Section. .          

  • Coordinates the Neighborhood Traffic Management Program.
  • Trains/mentors, supervises, assigns, and reviews the work of assigned personnel in accordance with the organization's policies and procedures as well as applicable laws.
  • Supervisory responsibilities include, but are not limited to, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, and resolving problems.
  • Provides employees with broad practice, precedents, policies, and goals. Work may be reviewed for the fulfillment of program objectives and conformance with departmental policy, practice, and/or objective.
  • Develops design criteria and provides assistance in the review of development and capital projects.
  • Manages and/or oversees active transportation engineering capital projects.
  • Assists the engineering capital program manager in estimating, evaluating, and prioritizing future transportation engineering capital projects.
  • Assures efficient and effective functioning of the Transportation Engineering section.
  • Manages all phases of Traffic Signal and Arterial Lighting Capital Improvement Projects.
  • Prepares recommendations related to the annual operating, capital and other related budgets.
  • Administers annual and capital budget for the transportation section through appropriate internal controls and provides technical assistance and advice regarding revenue, expenditures, appropriations, allotment control, and supplemental requests.
  • Monitors work performed by contracted engineering firms.
  • Selects, trains, disciplines, evaluates, supervises and schedules work of a staff of professional, administrative, and technical employees to ensure that departmental objectives are met.
  • Conducts inspections of capital improvement projects at all phases of traffic signal and transportation related construction.
  • Represent the City on NCTCOG Surface Transportation Technical Committee.
  • Represent the City on Regional transportation initiatives.

  • Work from construction plans, shop drawings, and sketches.
  • Meet schedules and timelines.
  • Work independently with minimum supervision.

 

Required Qualifications

 

MINIMUM QUALIFICATIONS
Minimum Bachelor's degree in Civil Engineering, Transportation Engineering or related field; supplemented by seven (7) years of increasingly responsible transportation engineering experience including at least three (3) years of management and supervisory experience in the direction of transportation programs.  In place of this requirement, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above.
 
Texas Professional Engineer (Civil) License required, or the ability to obtain within six (6) months of employment
 
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.
 
PREFERRED QUALIFICATIONS

  • Master's degree in civil engineering, transportation engineering or a related field.
  • Knowledge and prior relationships with regional mobility partners (TxDOT, Collin County, NCTCOG, etc.)
  • Innovative leader who is skilled at finding creative solutions.
  • Strong relationship-building skills in working with the entire organization and set a positive example of competence, professionalism, energy, and work ethic to the organization and community.

 
CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver's License

 

Physical Demands/Supplemental

PHYSICAL DEMANDS
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds).  Tasks may involve extended periods at a keyboard or workstation.  Some tasks require visual perception, discrimination, and oral communications ability.
 
WORK ENVIRONMENT
Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature, and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
