Description | Assistant Director of Public Works - Operations Job Summary Under general direction of the Director of Public Works, the Assistant Director of Public Works – Operations (ADPW-O) acts as the executive manager of operational divisions in public works including: Solid Waste, Recycling, Transportation, and Fleet Services. This key management position assists in planning, directing and managing the daily activities and operations of the Public Works Department, and coordinates assigned activities with other departments and outside agencies. The ADPW-O oversees administrative and programmatic activities and special projects and ensures effective planning and prioritization of division services. Essential Duties & Responsibilities •Supervise the Transportation Director. Consult regarding personnel, programs, planning, policies and complaints related to streets, traffic signals, signage and drainage. Recommend and sequence Transportation CIP projects to provide continued service improvements. •Supervise the Solid Waste Director. Provide long range planning for Solid Waste Services for responding to growth of the City while meeting the needs of existing and future commercial and residential customers. Provide direction on planning and managing recycling. •Supervise the Fleet Services Director. Coordinate and evaluate the maintenance of City vehicles and equipment; monitor operations to identify and resolve maintenance problems and priorities; review vehicle and equipment utilization trends; develop equipment replacement schedules. •Coordinate staff; prioritize and assign work; conduct performance evaluations; ensure staff is trained; ensure employees follow policies and procedures; maintain a healthy and safe working environment; make hiring, termination, and disciplinary decisions and recommendations. Assure that programs are in alignment with Department priorities and goals. •Provide engaged and informed development and administration of the department's budget; forecast funds needed for staffing, equipment, materials and supplies; implement budgetary policy and procedures. Develop and monitor operational budgets. •Oversee various projects and activities in assigned divisions, including vehicles and equipment. Meet with employees, citizens, engineers, and vendors when necessary. •Evaluate efficiency and effectiveness of operational methods and procedures; evaluate and monitor work load and staffing; identify opportunities for improvement. •Prepare mid-range (3-5 year) capital budgets related to heavy equipment purchases, and work with the Public Works Directors, Fleet Services Director, and Finance Department to ensure that necessary equipment is purchased and deployed appropriately.
