Description

The System Administrator's role is to manage and tune in-house computer software systems and network connections to ensure high levels of availability and security of the supported business applications. This individual also participates in the planning and implementation of policies and procedures to ensure system provisioning and maintenance that is consistent with the City of Rowlett's goals, industry best practices, and regulatory requirements and works on projects and other duties as assigned.

Essential Job Functions

Participate in and support capacity planning and the development of long-term strategic goals for systems and software in conjunction with end users and department managers.

Coordinate with network engineering, business application, and database administration functions to implement desktop and server systems that utilize industry best practices to meet corporate objectives. Deploy workstations, servers, printers, scanners, firewalls, encryption systems, and all host security systems.

Manage all operating systems and end user software. Manage communications (email, IM, SMS, VoIP) and connection solutions, including workstation connectivity, local area networks, the City of Rowlett's web site, intranet, and Internet applications. Ensure the integrity and security of enterprise data on host computers, multiple databases, and during data transfer in accordance to business needs and industry best-practices regarding privacy, security, and regulatory compliance. Manage input/output hardware, including printers and scanners. Manage end user accounts, permissions, access rights, and storage allocations in accordance with best-practices regarding privacy, security, and regulatory compliance. Perform network and security audits. Perform and test routine system backups and restores. Anticipate, mitigate, identify, troubleshoot, and resolve hardware and software problems on servers, input/output hardware, and workstations. Escalate incidents as necessary. Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information. Analyze system, server, application, network, and input/output device performance. Recommend, schedule, and perform software and hardware improvements, upgrades, patches, reconfigurations, and/or purchases. Conduct research on emerging products, services, protocols, and standards in support of systems software procurement and development efforts. Create required reports in response to business user needs. Participate in negotiations with vendors, outsourcers, and contractors to secure software products and services. Develop, document, and maintain policies, procedures and associated training plans for system administration and appropriate use. Manage and/or provide guidance to help desk technicians and systems analysts, as well as junior members of the team.

Manage, maintain, implement, troubleshoot, and update LAN Infrastructure including network hardware, software, applications, and services. Provide end user support for all LAN based applications including security, availability, and connectivity. Maintain and update Microsoft Active Directory services including user accounts, distribution lists, group policy and access control. Customize server configuration and desktop operating systems to support internal departments and external customer requirements. Maintain server and desktop system performance by monitoring, analyzing, and tuning performance. Create and maintain server and Active Directory documentation.

Manage, maintain, implement, and update server hardware, O/S, and services, including knowledge of server virtualization. Provide end user support for all server based applications and services including messaging, remote access, web, database, and file/print. Establish and test disaster recovery policies and procedures related to the City's file servers. Maintain system backups, control SPAM and viruses. Verify recovery of backups on a regular basis. Maintain configuration and system documentation. Add, support, and maintain user account information including application access, distribution lists, rights, security, and system groups. Detect, diagnose/analyze, and resolve problems associated with server hardware, Windows operating system, and application software. Detect, diagnose, and report Windows related problems on servers and desktop systems. Install new software releases, system upgrades, evaluate and install patches and resolve software related problems. Maintain system performance by monitoring, analyzing, and tuning performance. Evaluate, test, and install O/S (server and desktop) and application software upgrades and patches. Evaluate, test, and install enhancements and new software.

Keeps knowledge and skills updated by attending seminars and training classes, viewing webinars, reading professional publications, and participating in professional organizations. Keeps users updated by providing reference materials and support, and training end users as required. Backup support for network administrator and help desk/desktop support as needed. Mentor desktop support technicians.

Minimum Requirements

Associate degree, college diploma or university degree in the field of computer science and/or 5 years equivalent work experience in a similar role.

Working technical knowledge of network and PC operating systems, including Windows 8.X, Windows Server 2012, 2016, 2019 and server virtualization. Extensive application support experience with Microsoft Active Directory, Group Policy, and Microsoft servers. Working technical knowledge of current systems software, protocols, and standards, including firewalls, Active Directory and Group Policy. Strong knowledge of local area network administration. Hands-on software and hardware troubleshooting experience. Experience with data (records) management. Experience documenting and maintaining configuration and process information. Good understanding of the City of Rowlett's goals and objectives. Knowledge of applicable data privacy practices and laws. Strong customer service orientation. Proven analytical and problem-solving abilities. Ability to effectively prioritize and execute tasks in a high-pressure environment. Strong interpersonal and oral communication skills. Adept at reading, writing, and interpreting technical documentation and procedure manuals. Ability to conduct research into hardware and software issues and products as required. Ability to present ideas and solutions in user-friendly language. Highly self-motivated and directed. Keen attention to detail. Skilled at working within a team-oriented, collaborative environment.

Other Requirements

Valid Class C Driver's License required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

On-call for supporting information technology operations 24 hours a day.

Certifications in A+, Server+, MCSA preferred.
